MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on October 13, 2011 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

CCP 11-3946: Concurrent Plat (1559 E. MISSION BLVDJVENEMA, 296): Submitted by
BLEW AND ASSOCIATES for property located at 1559 EAST MISSION BOULEVARD. The
property is in the PLANNING AREA and contains approximately 8.35 acres. The request is for
approval of a concurrent plat with four lots.
Jesse Fulcher, Current Planner, gave the staff report.
Commissioner Earnest asked about the County approval.
Fulcher discussed that County approval would be required after the City.
Michael Sebo, applicant was present for any questions.
No public comment was presented.
Motion:
Commissioner Hoskins made a motion to forward the request to the full planning commission
finding in favor of staff s recommendations. Commissioner Honchell seconded the motion. Upon
roll call the motion passed by a vote of 3-0-0.

LSD 11-3962: Large Scale Development (PINES AT SPRINGWOODS, 286): Submitted by
JORGENSEN AND ASSOCIATES, INC. for property located NORTH AND EAST OF DEANE
SOLOMON ROAD AND MOORE LANE. The property is zoned C-PZD, SPRINGWOODS and
contains approximately 25 acres. The request is to complete the remainder of Phase I of the Pines at
Springwoods project, constructing nine new buildings with a total of 32 new multifamily dwellings
(seven quad-plexes and two duplexes).
Andrew Garner, Senior Planner, gave the staff report.
Blake Jorgensen, was present for the applicant and discussed that the variance request was mainly
due to the existing residents wanting the homes to look the same as the existing homes.
Public comment:
Mary Jo Harvey, resident of this development. In favor of the variance request for the development
to continue as it looks now.
No more public comment was presented.
Commissioner Hoskins asked about the urban residential design standards.
Garner discussed the design requirements.
Mary Jo Harvey, resident of this development, was asked to speak again and discussed that the roof
pitch allows for cathedral ceiling which makes these units feel larger.
Howard Hamilton, Liberty Bank, discussed that the rules had changed after the first phase had been
built.
Commissioner Hoskins discussed that he thinks this situation is a little of a hardship. These
buildings at the back will not be very visible. He doesn't have a problem with the ordinance.
Commissioner Earnest discussed that if this was a greenfield site it would be different.
Commissioner Honchell agreed that the ordinance changing after the first phase was built was a
unique situation for this development.
Motion:
Commissioner Hoskins made a motion to forward the request finding in favor of the variance
request of the design standards, and finding in favor of all other conditions of approval
recommended by staff. Commissioner Honchell seconded the motion. Upon roll call the motion
passed by a vote of 3-0-0.

AVE./KUM AND GO, 522): Submitted by CEI, INC. for property located at the SOUTHWEST
CORNER OF MARTIN LUTHER KING BOULEVARD AND HILL AVENUE. The property is
zoned C-1, NEIGHBORHOOD COMMERCIAL and contains approximately 2.46 acres. The
request is for the development of a gas station with sixteen fuel pumps

Alison Jumper, Interim Urban Forester, discussed the tree preservation requirements.
Erin Rushing, applicant, discussed the drive aisle variance request, and the reasons why they chose
the access as proposed.
Rob Wadley, Kum and Go, discussed tree preservation and access to the site.
No public comment was presented.
Commissioner Earnest discussed reducing the impact on our arterial street and controlling access.
Commissioner Hoskins discussed that when this was rezoned he discussed that this would be a
difficult site to develop for a gas station because of terrain. He discussed moving the curb cut further
east on MLK away from Royal Oak Parkway. He is in favor of a connection to Royal Oak Parkway.
Commission Honchell discussed safety concerns with a full access onto MLK.
Commissioner Hoskins asked about a right -in, right -out only.
Rob Wadley, Kum and Go, discussed that they are stuck with what the state will let them do.
Commissioner Hoskins discussed that if the drive on MLK were moved to the east and a drive were
constructed to Royal Oak Parkway he could support a curb cut on MLK.
Motion:
Commissioner Hoskins made a motion to table the request for two weeks. Commissioner
Honchell seconded the motion. Upon roll call the motion passed by a vote of 3-0-0.
There being no further business, the meeting adjourned at 10:20 AM.
