MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on September 15, 2011 at
9:00 a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville,
Arkansas.

LSD 11-3903: Large Scale Development (2530 W. WEDINGTON DRJKUM & GO, 402):
Submitted by CEI ENGINEERING for property located at 2530 WEST WEDINGTON DRIVE. The
property is zoned C-2, THOROUGHFARE COMMERCIAL and contains approximately 1.54 acres.
The request is for a gas station and convenience store containing approximately 4,958 square feet.
THE SUBJECT REQUEST IS BEING TABLED BY STAFF UNTIL THE NEXT
SUBDIVISION COMMITEEE MEETING ON SEPTEMBER 29, 2011.
Motion:
Commissioner Winston made a motion to table the request until the September 29, 2011
Subdivision Committee meeting. Commissioner Hoskins seconded the motion. Upon roll call the
motion passed by a vote of 3-0-0.

LSD 11-3934: Large Scale Development (180 S. HILL AVEJECO MODERN FLATS, 522):
Submitted by MCCLELLAND CONSULTING ENGINEERS, INC. for property located at 180
SOUTH HILL AVENUE. The property is zoned DG, DOWNTOWN GENERAL and contains
approximately 2.92 acres. The request is for a four-story mixed-use building containing
approximately 29,500 square feet.
Commissioner Winston stated that he would be recusing and left the room.
Jesse Fulcher, Current Planner, gave the staff report.

Motion:
Commissioner Bunch made a motion to forward the request finding in favor of all conditions as
recommended by staff. Commissioner Hoskins seconded the motion. Upon roll call the motion
passed by a vote of 2-0-1 (Commissioner Winston recused).

LSD 11-3920: Large Scale Development (4201 N. SHILOH DR./THE AMP, 135): Submitted by
CRAFTON, TULL & ASSOCIATES for property located at 4201 NORTH SHILOH DRIVE. The
property is zoned C-2, THOROUGHFARE COMMERCIAL and contains approximately 100 acres.
The request is for a permanent facility for the Arkansas Music Pavilion containing approximately
12,940 square feet.
Dara Sanders, Current Planner, gave the staff report.
Alison Jumper, Interim Urban Forester, discussed the parking lot landscaping and tree preservation.
Daniel Ellis, representative, discussed the details of the permanent facility and the seating capacity.
Public Comment:
Holly Barnes, resident of the Reserve at Steel Crossing, requested additional clarification on the
revision to the existing temporary facility.
Mr. Ellis discussed the reorientation of the stage in an attempt to reduce the impacts on her
neighborhood.
Ms. Barnes and Mr. Ellis discussed access.
Commissioner Hoskins and Mr. Ellis discussed the elevation of the site, the retaining walls,
reflection of sound, etc.
Commissioner Hoskins discussed support for the parking proposal and staffs recommendation for
additional landscaping and trees along the western side of the project area.
Motion:
Commissioner Hoskins made a motion to forward the request finding in favor of all conditions as
recommended by staff. Commissioner Bunch seconded the motion. Upon roll call the motion
passed by a vote of 3-0-0.
There being no further business, the meeting adjourned at 10 AM.
