MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on November 3, 2011 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

LSD 11-3966: Large Scale Development (SOUTHWEST CORNER MLK BLVD. & HILL
AVEJKUM AND GO, 522): Submitted by CEI, INC. for property located at the SOUTHWEST
CORNER OF MARTIN LUTHER KING BOULEVARD AND HILL AVENUE. The property is
zoned C-1, NEIGHBORHOOD COMMERCIAL and contains approximately 2.46 acres. The
request is for the development of a gas station with sixteen fuel pumps.
Andrew Garner, Senior Planner, gave the staff report.
Glen Newman, Staff Engineer, discussed the slope of the driveway on Royal Oak Parkway.
Megan Dale, Urban Forester, discussed landscape and tree preservation requirements.
Erin Rushing, applicant, clarified that the driveway to Royal Oak Parkway was 8% slope.
Rob Wadley, applicant, discussed that the drive to Royal Oak Parkway was included at the request
of the subdivision committee on October 13, 2011.
Commissioner Griffin discussed concerns with the access to Royal Oak Parkway. He asked about
the turn lane on Hill Avenue.
Newman clarified that there is a turn lane on Hill Avenue.
Erin Rushing, applicant, discussed that the requirement to place a tree island every 12 parking
spaces would put the tree into the site line of between the store clerk and gas pumps.
Garner indicated that this would be a variance request that could be decided by the Planning
Commission.
Public Comment:
Stephanie Mclannihan, Hill Place, discussed that they are opposed to a connection to Royal Oak
Parkway because of the safety of their residents.
No more public comment was presented.
Motion:
Commissioner Winston made a motion to forward the request to the full planning commission with
the following recommendations:
Condition of approval # 1: in favor of the access management variance limiting the curb cut on MLK
to a full access in and a right -out only.
Condition of approval #2: not in favor of a vehicular connection to Royal Oak Parkway, but in favor

of a sidewalk connection.
Condition of approval #3: in favor of the variance for large drive aisles.
Condition of approval #4: in favor of commercial design standards.
Condition of approval #5: in favor of the street improvements recommended by staff.
Commissioner Griffin seconded the motion. Upon roll call the motion passed by a vote of 3-0-0.
There being no further business, the meeting adjourned at 10:00 AM.
