Lewis A special meeting of the Fayetteville City Council was held on February 08, 2011 at 5:55 p.m. in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. This meeting did not start until 5:55 p.m. because it followed Agenda Session. Mayor Jordan called the meeting to order. PRESENT: Alderman Gray, Thiel, Kinion, Tennant, Ferrell, Adams, Lewis, Mayor Jordan, City Attorney Kit Williams, City Clerk Sondra Smith, Staff, Press, and Audience. ABSENT: Matthew Petty Pledge of Allegiance New Business: Rock Salt for Snow and Ice Removal: An ordinance to waive competitive bidding and to approve the purchase of medium crushed rock salt for snow and ice removal. City Attorney Kit Williams read the ordinance. Terry Gulley, Transportation Services Director: We are not out of material yet. We started the year with about 750 tons of salt which is double what we have had in the past. We did not.think we would need to purchase salt this year so we did not include it in our bulk material bid. We will obtain quotes every time we make a purchase. We are asking for you to approve the bid wavier. Don Marr, Chief of Staff. This is a supply that does not go unused. Terry Gulley: We are going to wait until the demand is not so high. It will probably be during the summer. Alderman Ferrell moved to suspend the rules and go to the second reading. Alderman Gray seconded the motion. Upon roll call the motion passed 7-0. Alderman Petty was absent. City Attorney Kit Williams read the ordinance. Alderman Thiel moved to suspend the rules and go to the third reading. Alderman Ferrell seconded the motion. Upon roll call the motion passed 7-0. Alderman Petty was absent. City Attorney Kit Williams read the ordinance. Alderman Lewis: This changes the salinity of our streams. Out fresh water fish can not live in salt water. Keep that in mind as we purchase sweepers to clean it up. Terry Gully: That is why we are using salt brine instead of salt because it allows us to have at least a 30% reduction of the salt that we use on the road. Salt brine is what we spray as a pretreatment on the streets. Mayor Jordan asked shall the ordinance pass. Upon roll call the ordinance passed 7-0. Alderman Petty was absent. Ordinance 5386 as Recorded in the office of the City Clerk Announcements: David Jurgens gave an update on trash services that have been delayed due to the weather.
