December 5, 2006
A meeting of the Fayetteville City Council Street Committee was held on December 5, 2006 at
5:30 p.m. in Room 326 of the City Administration Building located at 113 West Mountain Street,
Fayetteville, Arkansas.
MEMBERS PRESENT: Alderman Lioneld Jordan, Chair; Alderman Kyle Cook,
Alderman Robert Reynolds
Members Absent: Alderman Robert Ferrell
Staff Present: Ron Petrie, Tim Conklin
1. Call to order
The meeting was called to order by Chairman Lioneld Jordan. This meeting was
rescheduled from November 30, 2006 which was postponed due to weather conditions. This
meeting was scheduled to address only the pressing items on the agenda.
3. Street Bond Program Update
A. Approval of an engineering contract with McClelland Consulting Engineers in the
amount of $108,111.40 for the surveying and preliminary engineering services associated
with the College Avenue Improvement project.
Ron Petrie said this is a Street Bond project. We are looking at a conceptual plan at this point.
The cost for this engineering contract is $108,111.40. This is a preliminary study which will get
us to the 20% range on the design. It will include the realignment at Rock St., Archibald Yell and
School Street. We have a limited budget for this project, as we do for all of our Bond projects,
and he wants to be sure that whatever we design, it falls within that budget. He believes some
decisions will have to be made about what can be done. That will be a part of the preliminary
development of the plan. This item will go before the City Council tonight.

In response to a question from Alderman Reynolds, Ron Petrie said we have some drawings
that were prepared by BWR Engineering which were also shown on the concept plans. Those
plans would involve tearing down a building at the corner and bringing the other road in very
close to the intersection. Mr. Petrie said he doesn't believe that would improve the situation.
That concept will be studied in this process but he really doesn't believe that's the concept we
will move forward with.
Alderman Cook asked if there has been coordination with the Arkansas Highway Department
up through this phase.
Ron Petrie said there has been. He said the Highway Department has the same concept drawings
the Council has and they have provided a letter to the City agreeing generally to that concept.
There will be much more coordination in the later parts of the contract.
Alderman Reynolds said it concerns him to pay City taxpayer money on a State highway.
Alderman Cook moved that the project be forwarded to the Council. Alderman Reynolds
seconded the motion and it passed unanimously.
4. Presentation of the results of the 2006 traffic calmine requests
Alderman Cook asked a question regarding the traffic calming information to be discussed at
the next meeting. He wondered if the forty-three requests listed were all that have been received
to date.
Ron Petrie said we had eight requests before staff began making the list which had already been
discussed and resolved or rejected. This list does not include those original requests. He said he
knows of one other request (on Persimmon) that came as the result of a neighborhood meeting
Mr. Petrie attended. He further explained that there are a few traffic calming projects (such as
the Wilson Park area and Washington/Willow) which are not on this list because they are a part
of the Bond issue. He said staff is expecting that the Transportation division will do the work
using existing staff and funds in the winter when they are not in the middle of overlays,
sidewalks and other street projects. There are no specific monies in any of the CIP budgets for
this so there is a limit to what can be done and how quickly.
In response to a question from Alderman Cook, Ron Petrie confirmed that we do not yet know
what traffic calming devices or features might be used in each area. Staff hasn't made those
decisions at this time.
Ron Petrie said that once the Street Committee has had the opportunity to discuss this item more
thoroughly, he will send the information to the contact he has for each requested project. This
item will remain on the agenda for the next Committee meeting.

5. Scheduline of the next Street Committee Meefrne
The next full Street Committee meeting was scheduled for Monday, December 11, 2006 at 4:30
in Room 326. At that time the remaining items on the November 30, 2006 agenda will be
discussed as well as a few additional items. Mr. Petrie will supply a revised agenda to the
Committee.
