August 22, 2006
A meeting of the Fayetteville City Council Street Committee was held on August 22, 2006 at
4:30 p.m. in Room 326 of the City Administration Building located at 113 West Mountain Street,
Fayetteville, Arkansas.
MEMBERS PRESENT: Alderman Lioneld Jordan, Chair; Alderman Kyle Cook,
Alderman Robert Ferrell
Members Absent: Alderman Robert Reynolds
Staff Present: Ron Petrie, Tim Conklin, Gary Dumas, Susan Thomas
1. Call to order
The meeting was called to order by Chairman Lioneld Jordan.
Alderman Kyle Cook announced that Mayor Coody had asked him to replace Alderman
Marr on the Committees which need a Ward 2 representative.
2. Approval of the minutes of the July 26, 2006 Street Committee meeting.
Alderman Ferrell moved that the minutes of the July 26, 2006 Street Committee meeting be
approved as distributer. Alderman Cook seconded the motion and itpassed unanimously.
3. Discussion of the Rupple Road Cost Share with Reserve LLC located adjacent to the
Mountain Ranch Subdivision and the new Fayetteville Owl Creek School.
Ron Petrie said at the last meeting of the Street Committee he was asked to prepare some
estimates. One estimate he prepared was the cost to move the storm sewer and everything back
two feet on each side of Rupple. That estimate is $123,000 and Mr. Petrie said a great deal of this
cost would be in the removal and reinstallation of the storm drains. The second estimate is for

what it would cost to widen the existing six-foot sidewalk on the west side of the road an
additional six feet. That cost would be approximately $59,961.00. He also figured the cost for
the 4 ft. strip of asphalt that was not built but should have been. He estimated that that portion of
the road would have cost $25,628.00.
Alderman Cook clarified that Mr. Petrie was saying if we had built the road the way it should
have been built, it would have cost an additional $25,000.
Ron Petrie agreed. However, if the road was torn out and rebuilt it would cost around $123,000.
In response to a question from Alderman Ferrell, Mr. Petrie said the cost would have been
entirely the City's. The school and Mr. Terminella were required to pay for fourteen feet of
street, no matter what the full width of the street was. Their cost was more or less the same.
Alderman Jordan asked what the situation is with the multi -use trail.
Ron Petrie said the twelve -foot trail was the mayor's recommendation and $59,000 is the
estimate for that. He said the Committee would need to look at that closely before they make that
recommendation. He wanted them to be aware of the difficulty of putting the trail in, including
landscaping already done by the school (with landscape irrigation, etc) that would have to be
replaced and portions of driveways that would have to be removed. That cost is included in the
estimate.
Alderman Jordan opened the floor for public comment. There being none, he returned to
discussion to the Committee.
Alderman Cook asked if there are any other options, besides just widening the sidewalk that is
there, that would fit within the right-of-way we already have.
Ron Petrie said the existing six-foot sidewalk is outside the right-of-way. We could widen back
toward the street and remove some green space. The school has said they will allow us to widen
onto their property.
In response to a question from Alderman Cook, Ron Petrie said the landscaping that is there is
very close to the existing sidewalk. You'd have to reduce the green space to get by without
taking out some of the landscaping.
Alderman Cook said he would like to see a wider sidewalk.
Alderman Jordan agreed. He wants to see something there that is safe for the kids. That is his
main concern. It isn't so much the money but there should have been some sort of bike lane for
the children right by the school. He feels it is a safety issue.

Alderman Cook asked if we decide to widen the sidewalk, how will that tie in to the sidewalks
and street further down Rupple Road. Would we try to keep matching the extra width or go back
to the six-foot sidewalk?
Ron Petrie said he would have to get some guidance from the Committee. He said the concept
that staff has would indicate a six-foot sidewalk. That is what was shown on the bond issue
concepts.
Gary Dumas reminded the Committee that they had talked about (months ago) that all the
outside lanes would be fourteen feet wide so we could have bikes in the street. We would then
have six-foot sidewalks on both sides. He believes we could make that transition from this
section to the next section south of the school fairly easily.
There was discussion about how the street and sidewalk/trail could be designed to transition bike
traffic from the potential sidewalk/trail section back to the street on the remaining portion of
Rupple which will be built at the desired width, allowing for bike traffic.
Alderman Cook asked if there are plans to plant anything in the ten -foot green space.
Ron Petrie said he believes the Parks division is working on a plan for all the boulevards but he
doesn't know what the plan is.
Alderman Ferrell said he doesn't want to see the street torn up and replaced. He feels that if the
street and sidewalk can be transitioned in a safe manner, he is in favor of that. However, since
this is Alderman Jordan's ward, he yields to his best judgment.
Ron Petrie submitted a couple more dollar figures. He said the City paid engineering fees in the
amount of $20,480.00 in this cost share. Also, if you take the $59,961.00 and subtract the
$25,628 (the cost for the four -foot section) you would get $34,332.00.
In response to a question from Alderman Ferrell, Ron Petrie said the $20,480.00 was the
City's portion of the engineering fees to design and inspect Rupple and Persimmon.
Alderman Jordan said he has a Ward 4 meeting coming up next week. He asked the Committee
if it would be okay delay a decision so he can share the information discussed at this meeting
with the citizens from his ward. At that time Alderman Lucas will be back and he would like to
get her input also. He asked if we have a time issue to be concerned about.
Ron Petrie said time has not been discussed but he assumed we would take some kind of dollar
settlement and do this work in the summer as opposed to tearing up the driveways any time soon.
So time is not really an issue. He also encouraged the members of the Committee to drive out to
the area and take a look. The street did get opened and it seems to be working. Just driving down
the road, you really don't see the difference.

It was agreed that a decision could be made after the ward meeting at the next Street Committee
meeting
4. Recommendation to approve an engineering contract with Garver Engineers in the
amount of $320,050.00 for traffic studies, design surveys, and conceptual design services for
Mount Comfort Road from I-540 to Rupple Road.
Ron Petrie said this project is really two projects on the Bond Issue. The first project is the
major intersection at I-540. The second is all of Mt. Comfort to Rupple Road. The City has
budgeted existing funds for the project in the amount of approximately $750,000. This amount
has been put in to the CIP over the past few years primarily to acquire right-of-way. We also
knew we needed the engineering studies before we could start acquiring right-of-way. He said
these would be the preliminary engineering studies needed. We would be getting a little more
with these studies than we would typically get with a preliminary study. This contract includes
the full traffic studies and the full surveys needed to do the entire project. Garver will also
prepare some concepts for the main intersection at I-540. These recommendations will be
presented to the Street Committee for approval and the remainder of the project can be done.
Another portion of the study will be a cost estimate for the option of doing the one little part of
Rupple to realign it to the south. That will probably involve a significant cost because of the
bridge over Hamestring Creek but we need to get some preliminary numbers. He said we do
have $500,000 for that part of Rupple right now. Garver will study the two parts to this project
and will report back to the Committee with cost estimates. The Committee and staff can then
decide exactly what we want to do and have Garver design the project. We would already have
all the surveys done and all the signalization will be ready to be done because the traffic studies
will be completed.
Alderman Jordan opened the floor for public comment. There being none, he brought the
discussion back to the Committee.
Alderman Ferrell said he believes we have to stop talking and start acting. It's not going to get
any cheaper.
Alderman Ferrell moved that we move forward on this project. Alderman Cook seconded the
motion and it passed unanimously.
5. Scheduling of the next Street Committee Meeting
The next meeting of the Street Committee was scheduled for Friday, Sept. 8, 2006 at 4:30 p.m.
(This meeting date was later changed to be Thursday, September 12, 2006 at 4: 30 pm)
6. Adjourn
There being no further business, the meeting was adjourned.
