MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on October 28, 2010 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

LSD 10-3682: Large Scale Development (CEDAR CREST / PERSIMMON STREET, 478):
Submitted by JUSTIN JORGENSEN for property located at THE SOUTH SIDE OF PERSIMMON
STREET WEST OF OWL CREEK ELEMENTARY SCHOOL. The property is zoned P-1,
INSTITUTIONAL and contains approximately 2.25 acres. The request is for development of a
private pre-school and kindergarten for approximately 180 students.
Andrew Garner, Senior Planner, gave the staff report.
Greg Howe, Urban Forester, discussed that there are no trees on site.
Blake Jorgensen, applicant, was present for questions.
No public comment was presented.
Commissioner Hoskins asked about the multi -use trail and lining up the driveway with Keats
Drive.
Garner discussed that the asking for a small trail easement was one of the requirements based on the
rough proportionality test of the proposed new school.
Matt Casey, Assistant City Engineer, discussed that from a safety standpoint we want the driveway
to line up with the adjacent street.
Motion:
Commissioner Hoskins made a motion to approve the request finding in favor of all conditions of
approval. Commissioner Winston seconded the motion. Upon roll call the motion passed by a
vote of 2-0-1, Commissioner Lack recused.

LSD 10-3678: Large Scale Development (BRYCEDAVISPARK, 401): Submitted by CITYOF
FAYETTEVILLE PARKS DIVISION for property located at the BRYCE DAVIS DOG
PARK/1595 N. DARTMOUTH DRIVE. The property is zoned R-PZD, RESIDENTIAL
PLANNED ZONING DISTRICT, LINKS AT FAYETTEVILLE AND P-1, INSTITUTIONAL, and
contains approximately 16.95 acres. The request is for development of a sidewalk, pavilion, and
parking lot for this park.
Andrew Garner, Senior Planner, gave the staff report.
Greg Howe, Urban Forester, discussed tress that would be required to be removed.
Alison Jumper, applicant, gave the background for the request, discussing the sidewalk, the
pavilion that will be installed this fall, and the new parking lot that will be installed in the spring.
She discussed the rationale for the parking lot location, and reports that criminal activity has
decreased since the dog park opened.
No public comment was presented.
Commissioner Lack discussed that this was great land for park land. He discussed concerns that all
access for this regional park is in the same place through the existing neighborhood.
Commissioner Hoskins asked about the location of the parking lot and existing easements. He
discussed that he thinks lighting of the parking lot should be required and is concerned with houses
and an un -lit parking lot.
Motion:
Commissioner Lack made a motion to forward the request to the Planning Commission with no
recommendation. Commissioner Hoskins seconded the motion. Upon roll call the motion passed
by a vote of 3-0-0.
There being no further business, the meeting adjourned at 9:30 AM.
