HomeMy WebLinkAbout2010-08-12 MinutesMINUTES OF A MEETING OF THE HISTORIC DISTRICT COMMISSION A regular meeting of the Fayetteville Historic District Commission was held on August 12, 2010 at 5:30 p.m. in Room 326 in the City Administration Building at 113 W. Mountain Street, Fayetteville, Arkansas. ACTION TAKEN Preserve America signage Approved National Preservation and Arkansas Heritage Month, 2011 Approved Historic District Commission June 10, 2010 Page 2 MEMBERS PRESENT Cheri Coley Annie Dowling Ethel Goodstein-Murphree Cindy Kalke Mikel Lolley Jonathan Storey MEMBERS ABSENT Mark Alt STAFF PRESENT STAFF ABSENT Dara Sanders, Current Planner 2 Historic District Commission June 10, 2010 Page 3 CALL TO ORDER: The meeting was called to order by Commissioner Lolley at 5:32 p.m. I. Minutes Commissioner Coley made a motion to approve the minutes of the June 10th meeting. Commissioner Storey seconded the motion. Upon role call the motion passed with a vote of 5-0-0. II. Announcements Dara Sanders announced the newest member of the HDC, Jonathan Storey, and that the Arkansas Historic Preservation Program grant for the Lafayette and Maple Street overpasses was not awarded. Sanders also announced that the City of Fayetteville responded to a request for proposals for the Walton Arts Center expansion project. Commissioner Goodstein-Murphree recommended that the Commission review the proposal and requested an explanation of the project to determine the possible impacts on the adjacent and recently designated West Dickson Street National Register of Historic Places Commercial Historic District. Commissioners expressed their interest in and commitment to participating during the planning process and not to impede the project. A brief presentation was requested for the October 14, 2010 meeting. III. Old Business Preserve America Signage Dara Sanders explained the reason for the Commission's vote to reconsider the recommended location of the Preserve America signage and recommended that the sign location remain as originally approved in December 2009. Commissioner Kalke asked if another sign would be provided should the first sign be irreparably damaged. Sanders stated that another sign would have to be purchased. Commissioner Lolley expressed concern for the safety of the sign, finding that it is vulnerable to damage resulting from vehicular collision. Commissioner Goodstein-Murphree stated that the Commission cannot predict traffic accidents and that there is no guarantee that the sign will not be damaged by 3 Historic District Commission June 10, 2010 Page 4 vehicles if placed in other locations. She found that the integrity of the location is important and would support staff s recommendation. Commissioner Kalke agreed with Commissioner Goodstein-Murphree and expressed support for reconsideration only if the sign is damaged. Commissioner Coley made a motion to maintain the approved location. Commissioner Kalke seconded the motion. Upon role call the motion passed with a vote of 6-0-0. IV. New Business National Preservation and Arkansas Heritage Month, 2011 Commissioner Lolley requested that staff keep a place marker on each agenda for the planning of National Preservation and Arkansas Heritage Month in 2011. Commissioners discussed the history of the project and agreed to review a list of peer cities of a similar size to Fayetteville with a preservation awards program. Staff was directed to provide a list of peer cities for the next meeting. MEETING ADJOURNED: 6:15 P.M. 11
