Mountain, Fayetteville, Arkansas. Subdivision Committee September 16, 2010 Page 2 of 3 PPL 10-3629: Preliminary Plat (THE VILLAS AT FOREST HILLS, 440): Submitted by MORRISON SHIPLEY ENGINEERS, INC. for property located at LOT 7 FOREST HILLS PZD. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT, and contains approximately 20.86 acres. The request is for a subdivision with 77 single-family lots. Jesse Fulcher, Current Planner, gave the staff report discussing background for the Forest Hills PZD and the proposed preliminary plat for 77 single family lots. Glenn Newman, Staff Engineer, discussed engineering issues. Greg Howe, Urban Forester, discussed tree preservation and onsite and offsite mitigation. Heather Robason, applicant, discussed the overall project for the preliminary plat and the proposal to amend the PZD requirements to reduce the rear building setback from 25 feet to 20 feet. No public comment was presented. Terry Lawson, Fire Marshall, discussed that parking on the street will be an issue. He discussed that "No Parking" signs should be installed along the narrow street to maintain the minimum 20 -foot width for fire trucks. Heather Robason, applicant, talked about signing or striping the alley for "No Parking" as well as the streets. Commissioner Hoskins discussed that this type of development has better access than a regular subdivision because of the alleys. He asked about trash service and separation between lot lines. Heather Robason, applicant, discussed that there would be 12 feet between structures. Commissioner Hoskins asked about the sidewalk. Fulcher discussed that the undeveloped out -lots are not proposed to construct sidewalk at this time. Commissioner Hoskins discussed that sidewalk on collector streets (Salem Road) should be constructed now. This is a highly traveled street and the out -lots may not be built for 20 years. Heather Robason, applicant, discussed that she will talk to the owner about building the sidewalk now along Salem. Commissioner Winston talked about the Fire Department using the alleys for access. Commissioner Hoskins talked about adding offsite parking areas. Subdivision Committee September 16, 2010 Page 3 of 3 Fulcher discussed that adding additional parking lots would require a PZD amendment. Commissioner Lack discussed zero lot line and parking that can work on each unit. Lawson discussed that the key is no parking on the front street for fire access — the alley is not critical. Motion• Commissioner Lack made a motion to forward the request finding in favor of condition of approval #1; finding that sidewalk along Salem Road should be constructed with this preliminary plat in condition #2, and finding in favor of all other conditions. Commissioner Hoskins seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. There being no further business, the meeting adjourned at 10:30 AM.
