HomeMy WebLinkAbout2010-04-08 MinutesMINUTES OF A MEETING OF THE HISTORIC DISTRICT COMMISSION A regular meeting of the Fayetteville Historic District Commission was held on April 8, 2010 at 5:30 p.m. in Room 326 in the City Administration Building at 113 W. Mountain Street, Fayetteville, Arkansas. ACTION TAKEN February and March 11'x' Minutes Approved HDC Brochure National Preservation Month Tabled Approved 2010/2011 CLG Grant Application Discussion Historic District Commission April 8, 2010 Page 2 MEMBERS PRESENT Mark Alt Cheri Coley Annie Dowling Ethel Goodstein-Murphree Cindy Kalke Mikel Lolley MEMBERS ABSENT Karon Reese STAFF PRESENT STAFF ABSENT Dara Sanders, Current Planner 2 Historic District Commission April 8, 2010 Page 3 CALL TO ORDER: The meeting was called to order by Commissioner Lolley at 5:30 p.m. I. Minutes Commissioner Coley made a motion to approve the minutes of the March 12`h meeting. Commissioner Alt seconded the motion. Upon role call the motion passed with a vote of 5-0-0. II. Old Business HDC Brochure Dara Sanders explained the progress of the project and presented the changes requested and the images of the buildings chosen by the Commission at the March I V meeting. Commissioners Kalke requested that more information be provided on the back of the brochure to include the link to the AHPP and the city's website. Commissioner EGM recommended that the information be organized as follows: For info on the City's historic district — link to the City For info on how to nominate property to the National Register — link to the AHPP For best practices in preservation and restoration — link to the Secretary of Interior Commissioners discussed the presentation and organization of the information and online resources. Commissioners Lolley and Alt volunteered to take additional pictures of the sites. Commissioners Lolley and Dowling volunteered to develop text for the sites. Commissioner Goodstein-Murphree volunteered to copyedit the text when completed. Commissioner Lolley requested that staff email the draft to the Commission before the next meeting. Commissioner Dowling asked staff to research the possibility of requesting an extension for the grant deadline in order to finalize the brochure. Commissioner Goodstein Murphree made a motion to approve the general layout of the draft brochure and that the Commissioners agree to contribute to the finalization of photographs and text with a goal towards meeting a publication deadline. Commissioner Alt seconded the motion. Upon role call the motion 3 Historic District Commission April 8, 2010 Page 4 passed with a vote of 6-0-0 (Commissioner Goodstein-Murphree arrived after the motion to approve the minutes). National Preservation Month Sanders described briefly the events scheduled for National Preservation Month approved during the March I Vh meeting and listed the tasks and information that is required to be completed in order to organize and schedule the events. Commissioner Goodstein-Murphree discussed in detail the necessary components and requirements for selecting a committee and establishing the criteria for a Preservation Awards program. Commissioners discussed the selection process/criteria, eligibility, and time constraints. Commission Goodstein-Murphree suggested identifying Fayetteville's best practices the first year and move forward with a full awards program next year, such as "Best Of' locations in Fayetteville. Commissioner Lolley suggested that the Commission select the sites. Sanders recommended allowing the public to nominate the properties in order to achieve public engagement and participation. Commissioner Goodstein-Murphree suggested using the architectural equivalent to the "best burger" contest. Commissioners established the following: Best old house Best old public space Best reuse of a historic building Best historic neighborhood Best old watering hole or eatery in a historic district Best place to show your kids Fayetteville's history Sanders proposed that staff would draft the press release, email the survey to the Commission, and the Commissioners could email the survey to their various list serves. Commissioner Goodstein-Murphree made a motion to refrain from an awards program this year and to develop a public awareness campaign to recognize significant historic features of the Fayetteville community. Commissioner Alt seconded the motion Upon role call the motion passed with a vote of 5-0-0 (Commissioner Kalke left prior to the motion). 11 Historic District Commission April 8, 2010 Page S III. New Business 2010/2011 CLG Grant Application Sanders requested project ideas from Commissioners that could be included in the CLG grant application in addition to travel and training funding. Commissioners discussed the possibility of developing a pod cast that would accompany the brochure. Sanders stated that staff is not familiar to the technology or the process associated with production and could not put together the information necessary for the application. Commissioners volunteered to research what would be required for creating a pod cast and report back to staff. Commissioner Lolley thanked Commissioner Kalke on the record for organizing the March workshop on how to nominate a property to the National Register. MEETING ADJOURNED: 8:05 P.M. E
