MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on January 28, 2010 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

LSP 09-3484: Lot Split (NICK BANKS / 823 STARR DRIVE, 451): Submitted by MIKE SEBO
BLEW & ASSOCIATES for property located at 823 STARR DRIVE. The property is in the
Planning Area and contains approximately 6.69 acres. The request is to divide the subject property
into two tracts of 3.17 and 3.52 acres.
Jesse Fulcher, Current Planner, gave the staff report, and described the requirements for a water
line extension and utility easement.
W.A. Vaughn, neighbor, stated that he was in support of the lot split and that the water line was
on his property. Wanted to know when water would be extended up Starr Road.
Buckley Blew, applicant, stated that the water line would be extended and easement obtained.
Glenn Newman, Staff Engineer, stated that there were no plans for the City to extend water up
Starr Road at this time.
Commissioner Winston asked staff if the request should be tabled.
Fulcher stated that the applicant was aware of the requirements to extend water and obtain an
easement across the neighbors property. If this couldn't be done then the applicant could return
to the Planning Commission with an amended request.
Motion:
Commissioner Winston made a motion to approve the request. Commissioner Kennedy seconded
the motion. Upon roll call the motion passed by a vote of 2-0-0.

LSD 09-3481: Large Scale Development (NARROW ESCAPES, 444): Submitted by BATES &
ASSOCIATES for property located at ON THE WEST SIDE OF FRISCO AVENUE, SOUTH OF
NORTH STREET AND EAST OF FRISCO RAILROAD. The property is zoned RMF -24, MULTI
FAMILY - 24 UNITS/ACRE and contains approximately 2.15 acres. The request is for a multi-
family development with a 30 -unit condominium building and four two-family cottages for a total of
38 units.
Andrew Garner, Senior Planner, gave the staff report, discussing the background of the site and
the request for a new multi -family development.
Greg Howe, Urban Forester, discussed a drainage pipe that is proposed in a tree preservation
area and that tree mitigation may be required. He discussed that the sidewalk location on North
Street will affect the tree planting location.
Geoff Bates and Adam Russell were present for the applicant.
No public comment was presented.
Geoff Bates discussed that the biggest issue is storm drain in the tree preservation area on the
south portion of the site. He discussed that the other staff issues can be addressed such as the
fences being reduced to 42 inches in height will not be a problem.
Glenn Newman, Staff Engineer, discussed that the storm drain may be in the street if needed.
Adam Russell, applicant, discussed that this will be a 30 -unit condo building, not an apartment.
Commissioner Winston asked about the staff recommended entry on the architectural elevation
on North Street.
Adam Russell, applicant, discussed that he feels that they can meet the requirement.
Commissioner Winston recommended windows on the side elevations of the two-family
buildings. He asked about the curb cut on North Street.
Newman discussed that this would be required to be designed as a right -in -right -out.
Geoff Bates, applicant, discussed that they needed 20 feet in width for the fire department.
Newman discussed that the island in the driveway could be a roll-over curb for the fire trucks.
Commissioner Winston asked about the fence height in the front yard and if there was a
difference in grade that would make the AC units visible behind a shorter fence.
Garner discussed that along Frisco Avenue it was flat and there were no grade issues that would

be of concern with the AC screening.
Motion:
Commissioner Winston made a motion to forward the request to the full Planning Commission
with the conditions of approval, finding in favor of all staff recommended conditions of approval.
Commissioner Kennedy seconded the motion. Upon roll call the motion passed by a vote of 2-0-
0.
There being no further business, the meeting adjourned at 10:00 AM.
