Mountain Street, Fayetteville, Arkansas. ACTION TAKEN Historic and Heritage Resources Action Group None City-wide Preservation Plan Approved HDC Committees Approved Historic District Commission March 12, 2009 Page 2 MEMBERS PRESENT Leslie Belden Ethel Goodstein-Murphree Cindy Kalke Mikel Lolley Karon Reese MEMBERS ABSENT Vince Chadick Cheri Coley STAFF PRESENT STAFF ABSENT Dara Sanders, Current Planner 2 Historic District Commission March 12, 2009 Page 3 CALL TO ORDER: The meeting was called to order by Chair Leslie Belden at 5:30 p.m. I. Announcements 1. Data Sanders, staff, explained the recently adopted Arkansas State Rehabilitation Tax Credits program. 2. Ms. Sanders announced the next conference scheduled for September 14- 16 in El Dorado, AR. 3. Ms. Sanders reported remaining money from the 2008/2009 CLG grant, explaining that the money can be applied to the 2009/2010 travel and training budget or that the HDC can request to utilize the remaining funds on another project. 4. Commissioners Kalke, Reese, and Goodstein-Murphree presented a brief summary of the State Historic Preservation Conference in Eureka Springs. Signage Motion: Commissioner Goodstein-Murphree made a motion to direct staff to research the possibility of applying the remaining funds to the purchase of signage for the White Hangar local ordinance district and for the West Dickson Street as a gesture of appreciation. Commissioner Karon Reese seconded the motion. Upon role call the motion passed with a vote of 5-0-0. II. Approval of the Minutes Commissioner Cindy Kalke made a motion to approve the minutes of the March 12`h meeting. Commissioner Karon Reese seconded the motion. Upon role call the motion passed with a vote of 5-0-0. III. Old Business None IV. New Business Historic and Heritage Resources Action Group Ms. Sanders read the staff report, which recommended that the Historic District Commission pursue a partnership with the Historic and Heritage Resources Action Group to work toward building a constituency and achieving the goals of the Historic District Commission. Paula Marinoni, Historic and Heritage Resources Action Group Leader, introduced herself, described the scope of work for the Action Group, listed several of the 3 Historic District Commission March 12, 2009 Page 4 preservation issues on which the group will focus, and invited the Commission to participate. Preservation Plan Ms. Sanders presented the staff report, outlining the importance and function of a city- wide historic preservation plan, and recommended tabling action on a planning process to the September 3`d meeting in order to work in conjunction with the Historic and Heritage Resource Action Group. Motion: Commissioner Goodstein-Murphree made a motion that the Historic District Commission establishes a Committee to investigate structure and strategy of a master planning process to construct a preservation plan for the HDC and volunteered to chair with the support of staff. Commissioner Lolley seconded the motion. Upon role call the motion passed with a vote of 5-0-0. HDC Committees Ms. Sanders recommended, due to the new direction taken by the Commission, that the HDC establish a Public Education Committee — to produce informational material and educate the public of the benefits of historic preservation — and a Designation Committee — to identify and recommend a local historic designation for properties in Fayetteville. Motion: Commissioner Reese made a motion to establish the Public Education and Outreach Committee and volunteered to chair with the support of staff. Commissioner Kalke seconded the motion. Upon role call the motion passed with a vote of 5-0-0. MEETING ADJOURNED: 7:30 P.M. 11
