Mountain, Fayetteville, Arkansas. Subdivision Committee July 30, 2009 Page 2 of 5 LSP 09-3370: Lot Split (CULPEPPER ASSISTED LIVING FACILITY, 099): Submitted by JORGENSEN & ASSOC for property located at THE NW CORNER OF RANDALL ROAD AND CROSSOVER ROAD, HWY 265. The property is zoned R -A, RESIDENTIAL -AGRICULTURAL and contains approximately 18.82 acres. The request is to divide the subject property into two tracts of 12.73 and 6.09 acres. Jesse Fulcher, Current Planner, read the staff report and recommended forwarding the request to the Planning Commission with a recommendation of approval. A variance from the Planning Comimission is required to allow the lot to be created without access to a sewer main. Blake Jorgensen (applicant) stated that he had discussed the project with the Fire Department and that he hoped the commission would support the curb -cut on Crossover Road. No public comment was received. Commissioner Lack stated that he was in favor of the variance with the stated conditions. Motion: Commissioner Lack made a motion to forward the request with a recommendation for approval, finding in favor of the requested variance and all conditions of approval. Commissioner Honchell seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. 2 Subdivision Committee July 30, 2009 Page 3 of 5 LSD 09-3369: Large Scale Development (CULPEPPER ASSISTED LIVING FACILITY, 099): Submitted by JORGENSEN & ASSOC for property located at THE NW CORNER OF RANDALL ROAD AND CROSSOVER ROAD, HWY. 265. The property is zoned R -A, RESIDENTIAL -AGRICULTURAL and contains approximately 6.09 acres. The request is for a 57,988 s.f assisted living facility with associated parking. Jesse Fulcher, Current Planner, read the staff report and recommended forwarding the request to the Planning Commission with a recommendation of approval. A variance from the Planning Commission is required to allow the curb -cut on Crossover Road. Blake Jorgensen (applicant) had no additional comments. No public comment was received. Commissioner Lack stated that the detention pond should not be a reason to preclude cross -access to the north. However, the cross -access to the west helps. In favor of the building design, street improvements and curb -cut on Crossover. Motion: Commissioner Lack made a motion to forward the request with a recommendation for approval, finding in favor of the requested variance and all conditions of approval. Commissioner Cabe seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee July 30, 2009 Page 4 of 5 LSD 09-3308: Large Scale Development (DELTA GROUP ELECTRONICS, 479): Submitted by MCCLELLAND CONSULTING ENGINEERS for property located at MOUNTAIN RANCH S/D II. The property is zoned C-2, THOROUGHFARE COMMERCIAL and contains approximately 4.50 acres. The request is for a 38,000 s.f clean tech manufacturing space with associated parking. Jesse Fulcher, Current Planner, read the staff report and recommended forwarding the request to the Planning Commission with a recommendation of approval. A variance from the Planning Comimission is required to allow for larger curb radii than allowed by ordinance. Greg Howe, Urban Forester, stated that there were some minor landscaping revisions and that a variance would be needed to allow less than 25' of greenspace on the east side of the building. Leslie Tabor (applicant) had not additional comments. No public comment was received. Commission Honchell asked if Shiloh would ever be converted to a two-way street. Andrew Garner, Senior Planner, stated that there were no plans. Commissioner Lack asked if the design could be slightly modified to provide 25' of greenspace. Fulcher stated that the east side of the building was a side setback and that 25' of greenspace was not required, only along the street. Commission Lack stated that they had done a good job with tree preservation given the size of the building. Discussed building materials. Commissioner Cabe stated that he was in agreement with all determinations. Motion: Commissioner Lack made a motion to forward the request with a recommendation for approval, finding in favor of the requested variance and all conditions of approval. Commissioner Honchell seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. PPL 09-3364: Preliminary Plat (PARK HILL R-PZD, 478): Submitted by JORGENSEN & ASSOC for Subdivision Committee July 30, 2009 Page 5 of 5 property located at SW CORNER OF PERSIMMON & MOUNTAIN RANCH BLVD. The property is zoned R-PZD, RESIDENT. PLANNED ZONING DIST. and contains approximately 2.27 acres. The request is for preliminary plat approval for a residential subdivision withl4 lots; 13 single family lots and 1 lot of greenspace. Dara Sanders, Current Planner, read the staff report and recommended forwarding the request to the Planning Commission with a recommendation of approval. Greg Howe, Urban Forester, requested some minor landscaping revisions. Blake Jorgensen (applicant) stated that they were working with the utility providers to relocate some of the existing utility lines. No public comment was received. Commissioner Lack stated that the plan has developed well and is in favor of the access onto Persimmon Street, and happy that the southern drive was shifted to appease the neighbor. Commission Cabe asked for clarification on the lot line adjustment. Sanders that Lots 87-90 were being adjusted slightly. Motion: Commissioner Honcell made a motion to forward the request with a recommendation for approval, finding in favor of all conditions. Commissioner Lack seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. There being no further business, the meeting adjourned at 1010 AM.
