MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on July 2, 2009 at 9:00 a.m.
in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

Old Business:
PPL 09-3316: Preliminary Plat (AMBERWOOD PLACE R-PZD, 474/475): Submitted by
JUSTIN JORGENSEN for property located S OF DOT TIPTON RD AND E OF DOUBLE
SPRINGS RD. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT
and contains approximately 39.98 acres. The request is for preliminary plat approval of a
subdivision with 145 residential lots, 155 lots total, proposed.
Andrew Garner, Senior Planner, read the staff report and recommended forwarding, discussing the
background of the PZD and the current proposal.
Greg Howe, Urban Forester, discussed concerns with some of the trees in lots to be preserved.
There needs to be a recalculation of the tree preservation numbers.
Justin Jorgensen (applicant) stated agreement with the staff recommended conditions of approval.
No public comment was received.
Motion:
Justin Jorgensen (applicant) discussed that he is working on revising the plan to address the tree
preservation issues. One of the trunks of the trees is on the lot lines and it will be shown as with a
house on either side of the tree.
Commissioner Winston discussed that he like private drive 8 at the back of the lots.
Commissioner Lack asked about the private drive connecting two public streets.
Garner discussed that there is a City ordinance preventing two public streets being connected with a
private street but that the private drive is a private alley/shared driveway, and is not a street.
Glenn Newman, Staff Engineer, discussed that the private drive 8 needs to be identified as one-way.
Commissioner Myres made a motion to forward the request with the conditions as stated by staff,
finding in favor of staff recommendations. Commissioner Winston seconded the motion. Upon
roll call the motion passed by a vote of 3-0-0.

New Business:
LSP 09-3335: Lot Split (KERRI RUSSELL/218 E. MAPLE, 446): Submitted by BLEW &
ASSOCIATES, INC. for property located at 218 E. MAPLE STREET, THE NE CORNER OF
MAPLE AND WASHINGTON. The property is zoned RSF-4, SINGLE FAMILY - 4
UNITS/ACRE and contains approximately 0.37 acres. The request is to divide the subject property
into two tracts of 0.26 and 0.11 acres.
Andrew Garner, Senior Planner, gave the staff report discussing the request to subdivide the
property into two lots. He discussed the background of the existing structures and multi -family use
on the property.
Mike Sebo (applicant) stated that this was a pretty straightforward request and he was available for
questions.
Jeremy Pate, Development Services Director, asked if it was the applicant's intent to renovate the
existing structure for single-family use only?
Keri Russell (applicant/owner) stated that, yes, their intent was to turn it into a single family home.
Pate discussed that he would recommend a condition that the existing structure that has been
previously used for a multi -family structure be converted into a single family structure and the multi-
family use on the property was not permitted.
Karon Reese (adjacent property owner) discussed that she lived across the street from the existing
5-plex and was in favor of having the structure renovated into a single family residence.
Motion:
Commissioner Winston made a motion to approve the request. Commissioner Myres seconded the
motion. Upon roll call the motion passed by a vote of 3-0-0.

LSP 09-3310: Lot Split (CASA AMERICANA/PARNELL / 37 S. GREGG, 522): Submitted by
BLEW & ASSOCIATES, INC. for property located at 37 S. GREGG AVENUE. The property is
zoned NC, NEIGHBORHOOD CONSERVATION and contains approximately 0.70 acres. The
request is to divide the subject property into two tracts of approximately 0.33 and 0.37 acres.
Jesse Fulcher, Current Planner gave the staff report describing the requested lot split.
Mike Sebo, applicant, stated that he agreed with the conditions.
Michael Cohen, neighbor, asked about the project.
Mike Sebo explained that the purpose of the lot split was to build a new residence.
Motion:
Commissioner Myres made a motion to approve LSP 09-3310 with the stated conditions.
Commissioner Winston seconded the motion. Upon roll call the motion passed by a vote of 3-0-
0.

PPL 09-3290: Preliminary Plat (TWIN CREEKS VILLAGE PH. 111, 172-211): Submitted by
MCCLELLAND CONSULTING ENGINEERS for property located at NW OF THE
INTERSECTION OF E VAN ASCHE DRIVE AND N STEELE BOULEVARD. The property is
zoned C-1, NEIGHBORHOOD COMMERCIAL and contains approximately 9.15 acres. The
request is for a commercial subdivision with 8 lots.
Commissioner Lack stated that the applicant has requested that the item be tabled indefinitely.
No public comment.
Motion:
Commissioner Winston made a motion to table PPL 09-3290 indefinitely. Commissioner Myres
seconded the motion. Upon roll call the motion passed by a vote of 3-0-0.

LSD 09-3339: Large Scale Development (DOC MASHBURN PARK, 565): Submitted by CITY
OF FAYETTEVILLE PARKS DIVISION for property located at 1582 FAIRLANE STREET. The
property is zoned P-1, INSTITUTIONAL and contains approximately 1.34 acres. The request is to
construct a City of Fayetteville park on the subject property.
Dara Sanders, Current Planner, gave the staff report explaining the history of the property and
recommended forwarding the request to the full Planning Commission due to the associated
conditional use request for a parking reduction.
Carole Jones, applicant, introduced herself and gave a brief description of the reason for the
request.
Public Comment:
No public comment was received.
Motion:
Commissioner Winston made a motion to forward LSD 09-3339 to the full Planning Commission
finding in favor of all staff recommendations. Commissioner Myres seconded the motion. Upon
roll call the motion passed by a vote of 3-0-0.
There being no further business, the meeting adjourned at 9:30 AM.
