Mountain, Fayetteville, Arkansas. Subdivision Committee June 11, 2009 Page 2 of 6 New Business: LSP 09-3312: Lot Split (MARTIN / MALLY WAGNON, 610): Submitted by MEL MILHOLLAND for property located at SOUTH OF HWY 16E ON MALLY WAGNON ROAD. The property is in the Planning Area and contains approximately 19.86 acres. The request is to divide the subject property into two tracts of approximately 16.91 and 2.14 acres. Dara Sanders, Current Planner, read the staff report and recommended approval, with the condition that, because the request is for the 3rd lot split for the subject property, further division of land will require either concurrent plat approval or preliminary and final plat approval. Mel Milholland (applicant) stated agreement with staff's recommendations and is available for questions. No public comment was received. Motion: Commissioner Trumbo made a motion to approve the request with the conditions as stated by staff. Commissioner Cabe seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee June 11, 2009 Page 3 of 6 LSP 09-3315: Lot Split (HAPPY HOLLOW SCHOOL / CROSSOVER RD., 527): Submitted by CRAFTON, TULL, SPARKS & ASSOC. for property located at N & W OF HWY 16E AND CROSSOVER RD. The property is zoned RSF-4, SINGLE FAMILY - 4 UNITS/ACRE and contains approximately 42.44 acres. The request is to divide the subject property into 3 tracts of 33.13, 5.02, and 4.29. Andrew Garner, Senior Planner, gave the staff report discussing the request to subdivide the property for the development of a new elementary school on the larger tract. Gamer discussed that the location of the new road for the school has not been determined and will be reviewed at the time of development. Finding the proposal meets all UDC requirements staff recommends approval. Jonathan Ely (applicant) discussed that they did not have any issues with the conditions of approval. No public comment was received. Motion: Commissioner Trumbo made a motion to approve the LSP 09-3315. Commissioner Honchell seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee June 11, 2009 Page 4 of 6 PPL 09-3316: Preliminary Plat (AMBERWOOD PLACE R-PZD, 474/475): Submitted by JUSTIN JORGENSEN for property located at S OF DOT TIPTON RD AND E OF DOUBLE SPRINGS RD. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT and contains approximately 39.98 acres. The request is for preliminary plat approval of a subdivision with 145 residential lots, 165 lots total. Andrew Garner, Senior Planner, gave the staff report discussing the background of the Amberwood PZD and the preliminary plat. The applicant has requested this item to be tabled to work out an issue with one of the neighbors regarding one of the private drives. Greg Howe, Urban Forester, discussed that the two week tabling should give the applicant adequate time to work out the tree preservation numbers prior to Planning commission. Howe also discussed that since this development is utilizing LID he would like to see the prairie and wildflower seed mixes, more details. Justin Jorgensen (applicant) discussed that he will go into a more detailed presentation at the next meeting, since this is being tabled. No public comment was received. Commissioner Trumbo discussed that he thought the LID techniques were a good idea. He asked staff about the maintenance of the greenspace and the pedestrian trails. Garner discussed that the greenspace and the pedestrian trails are a requirement of the PZD and will be required to be installed and inspected prior to final plat, and a maintenance plan will need to be proposed at the time of final plat. Commissioner Cabe discussed that he liked the layout of this development and commended the development team for doing something different. Motion: Commissioner Trumbo made a motion to table PPL 09-3316 for two weeks until the next Subdivision Committee meeting. Commissioner Cabe seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee June 11, 2009 Page 5 of 6 R-PZD 09-3237: Planned Zoning District (MARKHAM HILL COTTAGE COURTS, 520): Submitted by ROBERT SHARP for property located at THE NW CORNER OF CROSS & MAINE WEST TO SANG AVENUE. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT AND RMF -24, RESIDENTIAL MULTI -FAMILY, 24 UNITS PER ACRE, and contains approximately 2.98 acres. The request is for Zoning, Land Use and Development approval of a Residential Planned Zoning District with 18 single and 13 two-family residences. Commissioner Trumbo recused from this item and left the meeting. Andrew Garner, Senior Planner, gave the staff report giving the history for of the previous Markham Hill Cottages PZD approval on the site and the current proposal that is similar to the previous one but with a slightly larger site and some revisions to the layout and more units. Glenn Newman, Staff Engineer, stated that the applicant has been working diligently with staff to address several concerns. Staff is in support of all of the requested variances from engineering standards to generally allow for steeper roads in order to minimize impacts to the hillsides and feel like all of the variances would still result in a safe situation except for one. Staff feels like the applicant's request for the curb intersection design at the new proposed Sutherland Lane and Cross Street may result in a dangerous situation for pedestrians and recommends a compromise. Newman referred to a sketch that was passed out to the Subdivision Committee showing the Engineering Division's preferred alternative. Greg Howe, Urban Forester, also discussed that the applicant has been working through engineering issues which has affected tree preservation. He discussed that they are now above 30% tree preservation and has no objections to the plan. Rob Sharp (applicant) discussed this is a fairly dense development on a steep site. The development has been designed around trees and City staff has been working with us quite a bit. The Engineering Division recommendation on the intersection design is not a big issue with us, it is more of an urban design preference for us. We will be happy with whatever the decision is. Public Comment: Felicia Ferris (member of the public) asked about what street will have parking on both sides, and what street will be the through street. No further public comment was received. Garner responded to public comment discussing that the new Sutherland Lane will have parking on both sides. Garner pointed out the site plan and how the connection from the University to the east will be made along Nettleship and would continue along Cross then Maine adjacent to the south of this development. Commissioner Honchell asked about plans to widen the intersection/curve ofNettleship/Cross and 5 Subdivision Committee June 11, 2009 Page 6 of 6 asked about this development being for student housing. Rob Sharp (applicant) responded that the curve will be widened and improved. He also discussed that the developer is not intending on this development being for student housing. Rather, they are anticipating permanent residents that desire to live in small cottages, 900-1,400 SF. They are marketing this towards young professionals, single parents, empty nesters, etc. Commissioner Honchell asked about the gravel parking areas and trash pick up. Rob Sharp (applicant) discussed that the construction is similar to a standard pavement where you strip away the bad soil, bring in good soil, compact the area bring in base, compact it, then bring in gravel. The gravel should help with the drainage and will slow traffic speeds. Sharp discussed that trash carts would be pushed to the street. Motion: Commissioner Cabe made a motion to forward R-PZD 09-3237 to the full Planning Commission finding in favor of all staff recommendations. Commissioner Honchell seconded the motion. Upon roll call the motion passed by a vote of 2-0-1 (Commissioner Trumbo recused). There being no further business, the meeting adjourned at 9:45 AM.
