HISTORIC DISTRICT COMMISSION
A regular meeting of the Fayetteville Historic District Commission was held on March
12, 2009 at 5:30 p.m. in Room 111 in the City Administration Building at 113 W.
Mountain Street, Fayetteville, Arkansas.

CALL TO ORDER: The meeting was called to order by Vice -chair Vince Chadick at
5:30 p.m.
I. Announcements
1. Karen Minkel, Strategic Planning and Internal Consulting Director
explained that the City of Fayetteville's Administration had reorganized
some of the divisions and departments. Long Range Planning would be
transformed into the Department of Strategic Planning and Internal
Consulting and Ms. Minkel will be the new director. The Historic District
Commission will stay under the purview of Planning, and Dara Sanders,
Associate Planner will be the new staff liaison. Ms. Sanders has a B.S. in
Architectural Studies and a Masters of Urban and Regional Planning.
2. Ms. Minkel reminded the Commission of the upcoming State Historic
Preservation conference taking place in Eureka Springs May 14 — 16.
Currently, only Commissioner Reese is confirmed for the conference.
3. Ms. Minkel suggested that the Commission consider switching the first
and second agenda items, so that members of the public who were there
for the Dickson Street Historic District could head their item first.
Agenda Item Switch
Motion:
Commissioner Chadick made a motion to switch agenda items Section 6 of the agenda.
Commissioner Goodstein-Murphree seconded the motion. Upon role call the motion
passed with a vote of 6-0-0.
II. Approval of the Minutes
MOTION to approve the minutes of the February 12, 2009 meeting: Cheri
Coley
SECOND: Cindy Kalke
VOTE: The vote was unanimous to approve the minutes from the February
12, 2009 meeting, 6-0-0.

Dickson Street Historic District
Ms. Minkel read the staff report, which recommended not pursuing the establishment of
a local ordinance district on Dickson Street. Staff did not hear from one property owner

in favor of the district, limiting the chances of City Council voting to support a historic
district designation.
Motion:
Commissioner Reese made a motion to not pursue the establishment of a Dickson Street
local historic district. Commissioner Coley seconded the motion.
Motion:
Commissioner Goodstein-Murphree amended the motion to thank the property owners
for participating in the meeting through a mailed letter. Commissioner Coley seconded
the motion. Upon role call the amendment passed with a vote of 6-0-0. Upon role call
the motion passed with a vote of 6-0-0.
Quarterly Meeting
Motion:
Commissioner Goodstein-Murphree made a motion stating that the Historic District
Commission shall continue to meet on a quarterly rather than monthly basis in order to
preserve Fayetteville's Certified Local Government status. Commission Kalke seconded
the motion. Upon role call the motion passed with a vote of 6-0-0.
Historic Preservation Plan
Motion:
Commissioner Goodstein-Murphree made a motion stating that the Commission
should take advantage of its authority as a Certified Local Government and pursue
strategic planning dollars to fund a community engagement initiative. Commissioner
Lolley seconded the motion. Upon role call the motion passed with a vote of 6-0-0.
Preserve America Grant Theme
Ms. Minkel presented the staff report, which outlined the three major projects discussed
by a diverse group of historic preservation stakeholders on March 2, 2009. Staff
recommended pursuing the Historic Fayetteville initiative, which included an ipod
download, signage and wayfinding as a means for promoting heritage tourism. The
Commission would need to decide on one of three themes for beginning Historic
Fayetteville: 1) Fayetteville Parks Historic Interpretation Program; 2) Cultural
Landscapes and Historic Trails; and 3) African-American Cultural History.

Commissioner Goodstein-Murphree made a motion stating that the Historic
Fayetteville project would be an appropriate grant project, particularly with the theme
Historic Trails and Cultural Landscapes. Commissioner Lolley seconded the motion.
Upon role call the motion passed with a vote of 6-0-0.
