Mountain Street, Fayetteville, Arkansas. Announcements 1. Karen Minkel, Interim Director of Long Range Planning, announced the Certified Local Government and Main Street Arkansas meeting scheduled for January 20 — 21 in Little Rock. 2. Ms. Minkel also reminded the Commission of the state preservation conference in Eureka Springs taking place May 14 — 16. 3. Ms. Minkel informed the Commission about a portion of the historic Butterfield Trail route that passes Lake Fayetteville and has been nominated to the national register. The City Trails Coordinator is working to preserve historic portions of the route as new trail is built so that users can view original portions of the old trail bed. 4. Ms. Minkel announced that the Historic District Commission was scheduled to present information on the Dickson Historic District Strategic Plan to the Washington County Historical Society on January 19. She also stated that she would be meeting with the neighborhood association presidents the next day to talk about the Dickson Street Design Guidelines. II. Approval of the Minutes Commissioner Belden alerted staff of a typo on page three of the December 12 minutes and asked to have the word "it" changed to "if." MOTION to approve the minutes of December 12, 2008 meeting with the typo correction: Cheri Coley SECOND: Vince Chadick VOTE: The vote was unanimous to approve the minutes from the December 12, 2008 meeting, 5-0-0. III. Old Business White Hangar Design Guidelines Karen Minkel, Interim Director of Long Range Planning, announced that Hugh Brewer, President of the Air Museum Board and Warren Jones, director of the Air Museum, had reviewed and approved the White Hangar Guidelines with exception to one question they had regarding whether they could insulate an interior part of the ceiling. Minkel also announced that a glossary for the Design Guidelines had been included in the meeting packets for approval with the guidelines. 3 Historic District Commission January 8, 2009 Page 4 Motion: Commissioner Chadick made a motion to approve the White Hangar Design Guidelines with the addition of the Introduction and Glossary. Commissioner Goodstein-Murphree seconded the motion. Upon role call the motion passed with a vote of 5-0-0. Dickson Street Property Owner Update Karen Minkel presented a staff report that addressed staff's position regarding the Dickson Street Historic District Design Guideines, including the following information: The Historic District Commission adopted a draft of design guidelines for the proposed Dickson Street Historic District on April 10, 2008. Since that time, Commissioners have met with property owners who own structures within the boundary, including a property owner who expressed concern about the demolition section that contained an allusion to eminent domain. Demolition is currently addressed in the Certified Local Government ordinance adopted by City Council on September 16, 2008 and no longer needs to be included in the Dickson Street Historic District design guidelines. Minkel also explained that staff recommends only applying these guidelines to the contributing buildings identified by the National Register of Historic Places rather than all the structures within the district for two reasons: 1) The National Register designation provides a defensible position on the historical significance of those structures and 2) Additions to any structure within the area that increase the habitable space by more than 50% will have to meet the Architectural Design standards in place for the Downtown, assuaging concerns about the scale and compatibility of new development. Motion: Commissioner Coley made a motion to remove the Demolition section and Demolition by Neglect sections from the Guidelines. Commissioner Chadick seconded the motion. Upon role call the motion passed with a vote of 5-0-0. Motion: Commissioner Chadick made a motion to table the discussion of applicability in the Dickson Historic District Guidelines for a month until there has been more time to think about the recommendation to amend the guidelines so that they apply only to the contributing structures until February. Commissioner Kalke seconded the motion. Upon role call the motion passed with a vote of 5-0-0. MEETING ADJOURNED: 6:44 P.M. 11
