A regular meeting of the Fayetteville Historic District Commission was held on July 10,
2008 at 5:30 p.m. in Room 111 in the City Administration Building at 113 W. Mountain
Street, Fayetteville, Arkansas.

CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at
5:44 p.m.
I. Announcements
1. Chair Goodstein-Murphree and Ms. Minkel, Interim Director of Long
Range Planning, welcomed Mike] Lolley and Cindy Kalke to the Historic
District Commission.
2. Minkel recognized Commissioner Rob Merry -Ship's two years of service
to the Commission.
II. Election of Officers
MOTION to nominate Leslie Belden as Chair of the Commission, pending her
acceptance: Vince Chadick
SECOND: Karon Reese
VOTE: The vote was unanimous to elect Commissioner Belden as Chair, 5-0-
0.
MOTION to nominate Vince Chadick as Vice -Chair of the Commission:
Karon Reese
SECOND: Cheri Coley
VOTE: The vote was unanimous to elect Commissioner Chadick as Vice -
Chair, 5-0-0.
III. Approval of the Minutes
MOTION to approve the minutes of May 11, 2008 meeting: Cheri Coley
SECOND: Karon Reese
VOTE: The vote was unanimous to approve the minutes from the May 8,
2008 meeting, 5-0-0.
IV. Old Business
Certified Local Government Ordinance
Motion:
Commissioner Goodstein-Murphree made a motion to change Sec. 33.228 (A)(5) to
"protect and enhance the City's attractions to tourists and visitors, as well as its
residents;" Commissioner Coley seconded the motion. Upon roll call the motion
passed with a vote of 5-0-0.
Motion:
Commissioner Reese made a motion to change Sec. 33.330 (A) to "No qualifying
building or structure, which may include but are not limited to,..." Commissioner

Goodstein-Murphree seconded the motion. Upon roll call the motion passed with a
vote of 5-0-0.
Motion:
Commissioner Goodstein-Murphree made a motion to move Section 33.335 Work Not
Requiring a Certificate of Appropriate so that it follows Section 33.330 Certificate of
Appropriateness. Commissioner Coley seconded the motion. Upon roll call the motion
passed with a vote of 5-0-0.
Motion:
Commissioner Reese made a motion to change Sec. 33.336 (A) to "Any applicant
aggrieved by the determination of the Commission may, withi not more than thirty (30)
days after the making of a such decision, ..." Commissioner Coley seconded the motion.
Upon roll call the motion passed with a vote of 5-0-0.
Motion:
Commissioner Lolley made a motion to change Sec. 33.337 (B) so that property owners
were allowed a grace period of 30 days to correct a violation, if this language was in
accordance with the Arkansas Historic Districts Act. Commissioner Coley seconded the
motion. Upon roll call the motion passed with a vote of 4-0-0.
Strategic Plan for Dickson Commercial Historic District
Commissioner Goodstein-Murphree made a motion to table the Strategic Plan for
Dickson Commercial Historic District to the August 14, 2008 meeting in order to give
commissioners a chance to review the document. Commissioner Coley seconded the
motion. Upon roll call the motion passed with a vote of 4-0-0.
