Meeting called to order at 6:03 pm. II. Minutes from July 18`h meeting unanimously passed with the request of adding council member terms to August 1s` meeting minutes: • Three Years: Hank Kaminsky, Dede Peters, LaDawna Whiteside • Two Years: Bryan Gott, Mark Landon Smith, Kathy Thompson • One Year: Julie Gabel, Michael Landman, John O'Connell III. Old Business: • Landman introduced map of city -owned property to Council • Landman clarified that Arts Council Bylaws must be approved by City Council. IV. Presentation: North College Road and Sidewalk Improvements from Rock to Maple Streets by Chris Brown/City of Fayetteville and McClelland Consulting Engineers, Inc. • Brown presented project information - budget ($1.74 million), project start date (2008), notification of adjacent property owners, technical specifications and need to meet state highway regulations. • McClelland engineers discussed technical aspects of project (8 -ft. wide sidewalks, 66,000 feet of curb, vegetation, tree grates, signage). • McClelland engineers were receptive to the Arts Council being involved in discussions to meet goals such as providing "pedestrian space", including adjacent property owners in considerations, creating an "entrance" to Fayetteville and defining the area. • The problematic intersection of Rock, South College and North College was discussed among engineers, city staff and Arts Council members with safety and economic feasibility as a priority. • Arts Council members stated desire to be included in all aspects of the project, specifically the planning. • McClelland Engineering stated that Public Art had not previously been a consideration and that the budget has already been set. V. Presentation: Overview of Fayetteville Downtown Partners (FDP), Presentation of Cultural Arts District Initiative (CADI) By Daniel Hintz and Jill Anthes • Hintz gave a brief overview of FDP and its involvement with the CADI. • Hintz provided a PowerPoint presentation to accompany the CADI document given to Arts Council members. • CADI map was explained by Hintz and Anthes, clarifying the "fuzzy" boundaries that may need to change when grant opportunities arise. • Anthes requested the support of Fayetteville Arts Council in approving the CADI. • Kaminsky made a motion that the Fayetteville Arts Council officially support the CADI. Gabel seconded the motion. Gott, O'Connell, Peters, Thompson, Whiteside approved. Landman abstained. VI. Item 4a and 5 postponed. VII. Exploratory groups formed: • Public Art in Right -of -Way, Signage and Way finding, Sidewalks: Kaminsky, Gott, Peters Review of FDP findings: Gabel, O'Connell, Thompson Similar Municipal Visual Planning research: Landman Meeting adjourned 7:55pm Recorded by: Dede Peters
