HomeMy WebLinkAbout2008-02-14 MinutesMINUTES OF A MEETING OF THE HISTORIC DISTRICT COMMISSION A regular meeting of the Fayetteville Historic District Commission was held on February 14, 2008 at 5:30 p.m. in Room 111 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas. ACTION TAKEN Dickson Street Historic District Design Standards Discussion and motions amending the document Historic District Commission February 14, 2008 Page 2 MEMBERS PRESENT Vince Chadick Cheri Coley Leslie Belden Ethel Goodstein-Murphree Karon Reese STAFF PRESENT Kristina Jones, Long Range Planning MEMBERS ABSENT Rob Merry -Ship Tim Cooper STAFF ABSENT 2 Historic District Commission February 14, 2008 Page 3 CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at 5:40 p.m. I. Announcements A. Kristina Jones announced that the Drake Field White Hangar Local Ordinance District passed City Council. She stated that the next step in the process would be to apply for CLG status. She explained that the application is being completed and the resume forms attached to the meeting packets would need to be returned to staff no later than the next Wednesday. She also talked about the CLG educational booklets provided by the Arkansas Historic Preservation Program. B. Jones also announced that as of January, staff is no longer required to take verbatim minutes and that staff would only be recording actions taken. C. Chair Goodstein-Murphree asked Jones about the CLG quarterly meeting in January and Jones responded that it had been cancelled due to weather; there would be no make-up meeting but the next quarterly meeting would occur in April. II. Approval of the Minutes MOTION to approve the minutes of January 10, 2008: Leslie Belden SECOND: Karon Reese VOTE: The vote was unanimous to approve the minutes from the January 13, 2008 meeting, 4-0-0. Old Business III. Dickson Street Historic District Design Standards Chair Goodstein-Murphree opened the discussion by asking how the commission wanted to approach the review of the design standard document, keeping in mind that there is a substantial amount of material to go through. After discussion all agreed that the best approach would be to go through the document item by item, addressing changes with motions. Motion: Commissioner Belden made a motion to adopt the wording on page two, as follows: "All physical alterations to the exterior of a building (whether residential or commercial) situated within the Historic District Boundary are governed by the provisions of this handbook. Unless specifically exempted, proposed physical alterations to the exterior of a building must be submitted by application to the Fayetteville Historic District Historic District Commission February 14, 2008 Page 4 Commission ("Commission"). All exemptions are identified in the following section." Commissioner Coley seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to change the title "Exempted Improvements" on page two to "Exempted Alterations." Commissioner Coley seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Reese made a motion to change the "Ordinary Maintenance" paragraph on page three to read as follows: "Category 1: Ordinary Maintenance: This exempted category contemplates repairs (i.e. improvements) that do not change the exterior appearance but only seek to maintain the structure. They also include repairs that do not significantly change the exterior appearance of the building but are necessary to remove unsafe or dangerous conditions." Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to remove the following item under Category 1: Ordinary Maintenance: "Proposed work consisting only of a change in exterior paint color." Commissioner Chadick seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to change the last item under Category 1: Ordinary Maintenance to read as follows "Replacing or repairing exterior trim identical to the original or existing." Commissioner Reese seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to change the middle paragraph on page three to read as follows: "The Commission requires no application or approvals for work classified Category 1. The property owner or tenant should consult other City agencies that might have authority. For example, the Commission does not administer building codes, but those codes apply to buildings within the district." Commissioner Reese seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. 11 Historic District Commission February 14, 2008 Page 5 Motion: Commissioner Coley made a motion to remove Fayetteville and/or Historic District from the term "(Fayetteville) Historic District Commission" and refer to it as "the Commission" throughout the entire document. Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Coley made a motion to change the wording on item number one under Processing a Certificate of Appropriateness to read as follows: "1. The Commission staff will determine what properties will be affected by the physical alterations proposed in the Certificate of Appropriateness application." Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to change the wording on item number six under Processing a Certificate of Appropriateness to read as follows: "6. The Commission will determine if the proposed physical alteration, whether restoration, rehabilitation, renovation, preservation, construction, moving or demolition, will be appropriate to the District." Commissioner Reese seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Reese made a motion to remove the words "or not' from item number seven under Processing a Certificate of Appropriateness. Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to change item number one under Basis for Determination to read as follows: "1. The spirit and intent of the authorizing ordinance establishing the Commission, which provides a general basis for evaluating applications." Commissioner Coley seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Reese made a motion to change item number two under Basis for Determination to read as follows: "2. The architectural or historic value or significance of the building in question and its relationship to the surrounding area. The classification of a building as "noncontributing" does not automatically imply that the application of the Historic District Commission February 14, 2008 Page 6 design guidelines is less important." Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Belden made a motion to combine items three and four under Basis for Determination to read as follows: "3. The general compatibility of proposed alterations to the guidelines contained herein. The design guidelines, however, are simply that: guidelines. They are not regulations nor do they represent legal requirements. The applicant may submit any additional supporting documentation or information that would assist the Commission in determining appropriateness. Alternative, or even contemporary, design shall not be excluded from consideration." Commissioner Chadick seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Reese made a motion to re -number item 5 as 4 and to revise the language to read as follows: "4. When evaluating the general compatibility of proposed alterations to the exterior of any building in the district, the Commission shall consider, but not be limited to, the following factors within the building's area of influence:" Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Motion: Commissioner Coley made a motion to strike the word "Height" from the list under number four on page seven. Commissioner Belden seconded the motion. Upon roll call the motion passed with a vote of 5-0-0. Chair Goodstein-Murphree requested that staff research economic hardship and explore how others, such as Argenta/North Little Rock and the National Trust handle the issue. Staff would also contact the City Attorney. Chair Goodstein-Murphree said that she would put a query out on the listserv. MEETING ADJOURNED: 7:00 P.M. 0
