February 10, 1992
Present: Cam Crouch, Bobbye Hay, Charles Kirchen, Jeff Koenig and
Carol Phillips, Board Members; Linda Harrison, Fayetteville Library
Director; Karen Duree, Ozark Regional Library Director; Steve Davis,
Budget Coordinator, City of Fayetteville; David Cox, Assistant to
Public Works Director, City of Fayetteville; Gordon Reynolds,
Heckathorne Construction; Bill Browner, Hailey/Associates Architects,
Don Bailey, City Personnel Director and June Jefferson, staff member
Bobbye Hay, President, called the meeting to order at 4:00 p.m.
The minutes of the January 20, 1992 meeting were corrected to read:
There is $22,952. available from the city for furniture rather than $38,952.
OLD BUSINESS
1. David Cox and Bill reported that the building is progressing very
well. The third phase is a going a little slower than anticipated, but the
May 12 deadline should be met.
2. Gordon Reynolds gave an update on the expansion. It is running a little
late. He asked if phase 2 and 4 could be combined. Phase 3 is taking a
little longer than they had anticipated, but he also assured the Board that
May 12 is still on go. Dewayne Kaney, the project foreman has requested that
he be allowed to work in the auditorium if he does not interfere with meetings
in the room. The Board agreed to his request. Duane and Linda will work on
this together.
3. The Board agreed to move on to Don Bailey, City Personnel Director. He
talked about the city pay scale. It was adopted by the library in the past.
He talked about the survey and that it was done and shows a definite increase
in wages. It was decided they were 6% below for non-exempt and 7% for exempt
employees. A new matrix was developed. There is not a systematic way to
evaluate librarians wages. Bobbye Hay asked if a different scale could be
used, stating that Karen and Linda are working with a group and facts should
be available soon. Mr. Bailey stated a different scale could be used. Jeff
Koenig motioned that we ask for additional data. Cam Crouch seconded the
motion. Motion passed.
4. The new Americans with Disabilities Act was discussed. It was agreed that
the new construction should be in agreement with the ADA. Jeff Koenig
motioned that we request a written notice from Hailey/Associates that all con-
struction in the new construction be defined and be in agreement with ADA.
Cam Crouch seconded the motion. Jeff amended his motion that if it is not
identify cost associated with compliance and that specific architectural
features that they are working on be addressed. Motion passed.
The new bill is written a very vague sense. By July 26 a plan must be in
placed addressing architectural design. What the deficiencies are and what
your plans are to correct these and what the cost will be to implement.
By January 26, 1993, a plan must be in place for programming. The library
staff must look at the programs and services they provide and list the
deficiencies, plans and costs to implement. Linda Harrison expects to receive

a memo from Don Bailey advising on hiring policies. The library staff will
work on programs.
Jeff Koenig motioned that we appoint a representative from the staff to work
with the city on the ADA. Carol Phillips seconded the motion. Motion passed.
Don Bailey will talk to Jerry Cooper and advise him the library board needs to
be represented.
5. The financial report was accepted. If there are questions on minor
adjustments or explanations that a board member needs please meet with Linda
later.
6. The security on the old Med-Ark building was discussed, hereafter to be
known as the Fayetteville Library Annex. The hinges for the locks are on the
outside. The front stairs can be used to step on roof then on into the
atrium. Karen Duree has contracted with Guard -Tronics to install an alarm on
the part of the building that is being occupied by Ozark Regional Library.
She reported that it can be expanded to include Genealogy when they move in at
a cost of $1800-$1900, and $48. a month. If Fayetteville Library decided to
use Guard -Tronics Ozark Regional Library will negotiate the cost of
installation with the Fayetteville Library, making it equitable for both
parties. A separate system will be needed for the main library building.
Smoke alarms are installed using Guard -Tronics also. Linda Harrison will
obtain the figures for genealogy by the March meeting.
7. Karen Duree will provide a check to Carol Phillips to pay for the carpet
in the Annex, in the amount of $6,000.
8. Bobbye Hay reported that an auditor was selected by a vote by phone. It
will be Brown and Duskin. A letter has been sent to them authorizing them to
proceed. Linda Harrison distributed policies on bids and reported that
contracts can be let for 3 years. The breakdown for fixed assets is:
$ 500.-2500. - 3 oral quotes
$2500.-5000. - Oral with written follow-up
$5000. -Over - Formal bids with advertising - formal openings
There will need to be formal bids for furniture. Linda distributed a list of
furniture that needs to be bid for purchase. It totals $68,000. and was
originally $58,000. Linda was given authorization during the January meeting
to proceed and will begin.
9. Steve Davis reported the city has enough money to pay construction up
through April. He will need $83,797.75 from the Library Board by the last
week of April.
Meeting adjourned at 5:55p.m.
