HomeMy WebLinkAbout1985-12-09 MinutesBoard of Directors Fayetteville Public Library Meeting 4:00 P.M., December 9, 1985 Present: Linda Harrifon, Director; Carol Wright, Ozarks Regional Library; Bobbye Hay, Hugh Longino, Lois Miller, Margaret Salassi. Director Harrison•presented the attached statistical and financial reports. The 1100 gifts for books in petty cash are memorials. Purchases form B. Dalton bookstores are mostly paperback books purchased at a 10 per cent discount. Director Harrison then announced the following gifts: To: Ozarks Regional Library From: University of Arkansas Microfilm of Arkansas Democrat 1905-1942 and Arkansas Gazette 1918-1942 To: Fayetteville Public Library From: IBM Microfiche reader printer To: Fayetteville Public Library From: Mrs. Russell Purdy Books in memory of her husband To: Fayetteville Public Library From: Paul D. Lewis 1500 unrestricted funds The following bids on janitorial service were presented by Director Harrison. The specifications required a performance bond which the bidders questioned. The city has accepted waiver of the performance bond requirement. AAA Janitorial Service 111,400 The Maintenance Man 1 7,560 Oxford & Allen Janitorial Service :130,000 Your Lady's Cleaning Service 123,904 Harmony Building Maintenance 312,900 Director Harrison had requested that bidders £ ralk through the library with her. All except The Maintenance Man did so. Maintenance service and supplies for 1985 cost t9,208. The proposed budget for 1986 alloted 113,000. After discussion of service rendered by the current maintenance service and additional service requirements for 1986, the Board agreed upon tentative acceptance of the Harmony bid pending city acceptance of the proposed budget for 1986. Director Harrison reported that the 1986 budget had been submitted to the city. Treasurer Lois Miller and Director Harrison appeared before city admin- istrative employees on December 6 to explain budget requests. They reported that questions asked largely concerned capital items. A positive reaction was received to the proposed management survey. Carol Wright indicated there may be a legal question about placement of the library under the Parks Department in Public Works in the city organization chart. State statutes say the library reports to the City Directors. Because the library is reported as a special revenue entity of the city, the question of possible city handling of library accounting was discussed. Carol Wright indicated that Rogers and Springdale libraries were not happy with such an arrangement. Director Harrison stated that she felt the time involved in handling purchase orders, vouchers, etc. for the city would be the same or more than the current accounting methods. Director Hugh Longino reported on his basic work in long range planning. Copies of the documentwill be sent to Board members. Further work is needed in establishing objectives; identifying the service area beyond the city limits; clarifying the relationship with Ozarks Regional Library; developing statistical and financial projections; identifying areas of development; formulating by-laws, policies, and an organization chart. It was agreed that the Endowment Fund, which has its own charter should be considered separately. Carol Wright pointed out that per capita library expenditures were high for Arkansas but low for the nation. It was agreed that surveys were improtant, and that the planning process should include data and recommendations from Professor Robert Hay's management survey. The Board authorized contacting Professor Hay about begin- ning his survey in spring of 1986. Possible usage checks of genealogy, story hours, auditorium, reference, telephone books, were discussed. Director Miller reported that genealogy and reference books still are disappearing. The gate for the genealogy area has been installed; a sign indicating procedures is needed. Director Miller moved that the sign bear word- ing indicating that hand carried items may be searched. Bobbye Hay provided the second. The motion was approved unanimously. Director Longino was asked to investigate the possible gift of descarded books to Friends of the Library for sale. Ne revenue is received by the library from the city sale.
