HomeMy WebLinkAbout1985-10-14 MinutesFayr:tteville Public Library Boar? Meeting, 14:00 p.m., October 1L, 1985 Present: Board members Bobbye Hay, Jane House, and Margaret Salassi. Director Linda Harrison; Carol Wright, Ozarks Regional Library. Director Harrison presented the financial and statistical reports for September and for the quarter. She pointed out the effect of the air conditioner purchase at a cost in excess of ''3,500. Bobbye Hay stated that statutes for county and city goverments in the State of Arkansas require bid procedures for expenditures of ;'2,000 or more. The Board agreedthat, although the status of the Fayetteville Public Library as a part of city government is not clear, bid procedures would be followed for expenditures of ''°2,000 or more in the future. The dumpster authorized for purchase is in use. Circulation and registration statistics for 1985 indicate less library use an in 1984. Director Harrison stated that there was no known reason for the statistical declinebecause library usage seemed as busy as ever. Statistics are not accumulated for service in the genealogical and reference areas nor for service to schools. During 1985 tours and special project help were provided for Ramey, Greenland, Boston Mountain EducationalCo-op, and Richardson Center. Preschool programs are frequently in progress in the children's library. Review of the budget indecated only the Materials section is close to budget limits. Director Harrison explained this is normal at the end of the third quarter. The Board discussedtree removal deferred at the September meeting. Further investigation of the price of tree removal was recommended to Director Harrison. An Endowment Fund Report was submitted to the Board. Emphasis to date has been on purchases for genealogy. However, a large reference book purchase is planned for the approximately )2,000 balance available. Director Harrison stated that the .$12,000 Materials budget is mostly used for continuing orders and is a 20 per cent increase over the prior year budget. The Ozarks Regional Library provides most recent fiction, craft, and children's books. It relies on the Fayetteville Public Library for reference resources. Ms. Harrison reported approximately 25 boxes of discarded books were sent to the city sale, requiring major use of personnel time to assemble, sort and pack. The Boardsuggested investigation of the legality of sale at the Friends of Library book sale. Documents which revised the wording of the Library retirement plan to comply with recent law changes were received from Hall's Consultants for approval by the Board. The Board approved reinvestment of the Furniture Fund certificate of deposit at current rates. A request from Mary Printup for a waiver of the $7.50 evening meeting fee for a Great Books group was submitted by Director Harrison. The waiver was denied because it was a variance from established guidelines. The Board suggested that Ms. Printup set a daytime meeting time for which there is no charge. Director Harrison submitted a staff request to substitute the day after Thanksgiving for the Veterans Day holiday. Board approval was granted. The attached letter of resignation was received for Board member, Hugh Longino. Since no definite date was set the Board decided to consult further with him about presenting the long range plan material he has developed before notifying the city of his resignation. Ms. Wright re- commended consultation with principal library personnel for long range planning. Ms. Salassi reported that Professor Robert Hay is willing to have his university class do a management survey of the library at a cost of. about $400 to cover typing, duplication, and other expenses. However, he cannot undertake the project until fall, 1986. The Board decided to put the management survey cost in its 1986 budget. Possible need for a third signature for the operating account was discussed. Inability to reach t}e two persons authorized to sign caused a near crisis situation in September. The Board decided the situation was most unusual and did not indicate the need for a third signature. Director Harrison reported that she and Genie Donovan will attend the State Library Association meeting in November. The children's librarian has attended the Authors' Symposium and will attend a pre -conference story- telling program sponsored by Children's Services.
