HomeMy WebLinkAbout1984-10-15 Minutes!lynching Public ` Cibrarg 217 EAST DICKSON STREET FAYETTEVILLE, ARKANSAS 72701 Board of Direotorr: Fayetteville Public Library Meeting October 15, 1984, 4r00 p.m. Present: Robbin Anderson, Bobbye Hay, Linda Harrison, Jane House, Lois Miller, Margaret Salassi, and Margaret Blair, citizen -observer. The minutes of the September meeting were approved as mailed. Librarian Harrison presented the statistical and financial reports which are attached. She pointed out that the Furniture and Equipment expenditure report included 13,301 for the new air conditioner. In response to questions about the buildings and grounds expenditure, she reported that the library is billed for work done each month and tree work is an extra charge. Librarian Harrison reported that the required forms for the city personnel project have been completed and library personnel will be interviewed in late October. Positions will be compared with other local positions. A request was presented from the staff asking to take the Veterans' Day holiday which falls on Sunday on Saturday, November 24, the day after Thanksgiving. After discussion, Lois Miller moved that as a one-time procedure the library staff be given the Saturday after Thanksgiving, November 24., as a holiday in place of the Veterans' Day holiday, November 12. Margaret Salassi provided the second. The motion was approved unanimously. Librarian Harrison reported that she had discussed liability insurance and the sale of library books with the City Attorney. She was informed that the library is immune from torts. A written opinion has been requested. The City Attorney's opinion was that discarded library books could be sold if advertised as for other city property. Questions were raised as to whether the book advertising could be included as part of the city ad and where the discarded books could be stored during the year. Mrs. Blair offered to provide storage space in her house. It was suggested that storage facility cost be included in the budget for 1985. Librarian Harrison stated that she has written the American Library Association for recommendations f;': the disposal of discarded books. Carol Wright will take a poll of discard procedures at the librarians' meeting she is to attend. Nothing had been received from the city on budget procedures and timing. It was recommended that the librarian and the treasurer begin plans for preparation of the budget. A major anticipated expenditure is roof replacement. An estimate of cost of roof replacement by one or more contractors was suggested. Other budget items discussed were leveling of the step-down at the back of the building, a tight container for trash, a card catalog, shelving, and a typewriter. The Board requested preparation of a priority list of equipment needs. Librarian Harrison explained the sources of library funds. Lois Miller, Treasurer, indicated that 112,000 of the Furniture Fund is in a money market certificate. If Furniture Fund monies are to be budgeted, the maturity date of the certifi- cate must be considered. Bobbye Hay reported that the committee to review the audit report decided to begin the preparation of an accrual -basis report at year-end and to recommend that an inventory of fixed assets be made. Accordingly, she presented the motion that the Fayetteville Public Library develop an inventory of land, building, and equipment using volunteers as source persons and working within the guidelines of the City of Fayetteville. Margaret Salassi provided the second. Librarian Harrison was requested to report on planned inventory prodedures at the next board meeting.
