HomeMy WebLinkAbout1984-09-10 MinutesMeeting September 10, 1984 Board of Directors Fayetteville Public Library Present: Robbin Anderson, Linda Harrison Bobbye Hay, Jane House, Lois Miller, Margaret Salassi, Carol Wright (Ozarks Regional Library), Pat Donat (Northwest Arkansas Times), Margaret Blair (citizen user), Elizabeth Danley (Children's Librarian). President Anderson introduced Margaret Blair who made a concerned citizen's presentation on the methods of handling discarded books. Mrs. Blair had found that discarded books were sent to the landfill. She presented several copies from boxes of books set outside the building for disposal, showing that the first few pages had been torn from each book. Carol Wright stated that these were books damaged by flood for which the Ozarks Regional Library had received insurance payment. Mrs. Blair suggested that discarded books should not be mutilated and should be sold or given to possible readers. President Anderson pointed out that the problem properly should be presented to the Ozarks Regional Library Board. Librarian Harrison was asked to describe the disposal method used by the Fay- etteville Public Library. She reported that duplicate books received in good condi- tion are sold, "exhausted" or out -dated books are discarded. Two to three hundred books are discarded each year. Discards are identified by stamping DISCARD on the pages which identify the books as property of the Fayetteville Public Library. The discards are set outside for sanitation department pickup. Ms. Harrison pointed out that these books present a storage problem. Ms. Wright stated that the most usual method of disposal was incinerations, landfills, etc. The Board d'scussed the legality of sale of items purchased with taxpayers money and the proem of keeping donated books from garage sales and other resale areas. Bobbye Hay moved that Librarian Harrison be directed to investigate the legality of disposal by sale, practical methods of disposal used by other libraries, and and cost of disposal methods so that a Board policy on book disposal may be estab- lished. Margaret Salassi provided the second. Elizabeth Danley, Children's Librarian took Board members on an interesting walk through the haunted village, the device used to encourage and reward partici- pation in the Summer Reading Program. The art work was done by Mary Loots. Board members expressed appreciation for the imaginative approach. A copy of Ms. Danley's summary of the Summer Reading Program is attached. Librarian Harrison made the following report: The air conditioner has been ordered. Liability insurance has not been investigated. During the workshop week - free book return, 4.64 books were returned (268 in 1983), including some books which were never checked out. The average new book price is 320. LibrariansHarrison and Donovan will attend the Arkansas Library Association meeting October 7, 8, and 9. Librarian Elizabeth Danley will attend an author's symposium. A repairman has stated the the building's roof which leaks, is "shot" but did not give an estimate of cost. This item should be at the top of the list in budgeting. Budget fr0ms from the city usually are received in October. The Board discussed iharging for mailing replacement library cards. New (original) cards are free. Replacement metal plates cost 1.40. Currently the 3.40 is charged the user, but many requested replacement cards are not picked up. The Board decided to increase the charge for replacement cards to 1.65 and mail them. Grace Keith has been ill and is not drawing salary. She is giving volunteer help Monday through Friday in the morning. The Board directed Librarian Harrison to obtain a letter of intent from Mrs. Keith to facilitate personnel budgeting for 1985.
