FEBRUARY 14, 1983--4 p.m.
PRESENT: Anderson, Miller, Rains, Hay Fosters and Salassi
John Ervin, certified public accountant, presented. the annual audit
to the board members. Mr. Ervin suggested that the weaknesses
were that the assets were not capitalized. He suggested
that furniture and fixtures should be capitalized.
A discussion followed on the need for an inventory. No inventory
has been conducted since 1962. The need to have an inventory
would be in case of a fire for insurance purposes. The problems
of an inventory were discussed and the idea of having a private
company do the inventory by tape.
Mr. Ervin also suggested that we investigate cash management accounts
to gain further income from accounts such as the Memorial Fund and
include this as an asset and raise additional interest. Presently,
Mr. Shelton at First National Bank manages the fund. Ms. Miller and
Ms. Foster agreed to discuss the different accounts with Mr. Shelton.
Mr. Ervin stated that a significant part of the Library's support
is the fact that we pay no rent.
The Trustees accepted the annual audit and agreed to investigate
capitalization of assets and explore cas mangement accounts to
generate more interest. Mr. Ervin was complimented by Ms. Hay
on the throughness of the audit.
The trustees also agreed to investigate what the city does about insurance.
Linda Foster presented the January statistical and financial reports.
The statistical report showed an increase in circulation over the
same time"frame of last year.
The financial balance was low due to the fact that the City has
not passed the budget for next year. Ms. Foster has learned unofficially
that the library was getting $113,000 instead of the requested amount
of $123,000 for the library's budget. The library had requested a
10 percent increase in salaries for library employees in order to bring
them up to salaries paid other city employess who received a 10 percent
increase in 1982 when the library personnel received an 8 percent increase.
WE have not heard from the regional board as to how much our share of the
mill will be. A discussion of areas to cut followed. The only place
to cut appeared to be the book budget.
The trustees voted unanimously to provide equitable vacation and sick time
fo.r._permanent part-time employees. This was done with the advisement
of the city legal counsel who said that the employees are employed by
the Fayettevelle City Library. Jim McCord advised that the board
makes own personnell policy for our employees. Linda Foster has put
together a formular to accomodate the equitable vacation and sick leave.
Linda Foster displayed a newly -framed picture painted by Woody Crumbo,
a noted Indian painter. The painting was a gift in 1939. It was re -framed
using museum preservation techniques.
