Board of Directors Meeting
June 14, 1982
4 p.m.
PRESENT:
Members: Anderson, Miller, Salassi
Staff Members: Foster, Wright
President Anderson called the meeting to order at 4 p.m.
Ms. Foster presented May 1982 statistical and financial reports.
The Board approved $50 fee under miscellaneous expenses for reimbursement
to Grace Keith for a registration fee for a Genealogy Workshop.
Discussion of the following items included:
1.) Summer reading program.
577 children have regl;stered.
162 registered for the pre-school group.
Elizabeth Danley is projecting a total of 650 for the summer.
This is more than last year.
2) There are 1400 signatures on the Petitions to put a State Consti-
tutional amendment of the ballot to improvepublic libraries.
3)"Friends of the Library" has 100 members, and a balance of $2,293.
4) The Librarywill be closed the Monday, July 5, for the 4th of July Holiday.
5) A letter was circulated addressed to Ms. Foster from the City
Attorney James McCord concerning rules and regulations for use
of library auditorium.
Mr. McCord states that "...the new rules are more in conformance..."
in keeping with the current ruling.
Mr. McCord stated that there was no conflict of interest since
there is a separtate Prosecutor for the city who is appointed.

6) Board members were asked to look over the DRAFT --Rules and Regulations
for the use of the Auditorium, compare with the old and send in any.
changes for nexttime and the Board will take them under advisement.
A suggestion was made to keep it open rather than specify and that
the key was "open to the public" and "no charge".
7) A new, more⢠accurate, organizational chart of the Arkansas State
Library System was distributed.
8)There was a long discussion of the policies which govern part-time
staff as regards vacation, retirement, and sick leave was entered.
This was precepitated by a letter from Ms. Cecilia Butt.
A subcommittee of three Board members will meet with Ms. Foster
on June 17 at 4 p.m. to look into the matter and draft a letter to
the Ozarks Regional Board.

9)Ms. Miller brought up the fact that many libraries charge more for
fines and overdue books and asked if we should update our charges.
A discussion followed but not motion was made.
10)Mr. Anderson brought up an article which was mailed by Ms. Miller
to all members of the Board. The article was in THE TULSA WORLD
and discussed the need for libraries to have legal counsel. A discussion
followed. The Fayetteville Public Library has dealt1he the city legal
office in the past, but in a situation of censure the city's attorney
may well be the one who would prosecute. The question of whether the
library should consider the question of counsel was raised. The idea
was suggested that perhaps the "Friends of the Library" could help
line up some friendly lawyers, perhaps, a former board member, if the
need should arise.
There being no futher business, the meeting was adjourned.
