HomeMy WebLinkAbout1993-08-13 MinutesMinutes Fayetteville Public Library Board of Trustees Meeting 9/13/93 at 4:00 p.m. Attending: Charles Kirchen, Jeff Koenig, Carol Phillips, Anne Prichard - Trustees; Linda Harrison - Fayetteville Public Library Director; Karen Duree - Ozarks Regional Library Director; Mary Jo Godfrey, Lynaire Hartsell, June Jefferson, Mim Neralich - Library Staff; Cheryl Zotti - Assistant Public Works Director, Fayetteville Vice President Koenig called the meeting to order at 4:00 p.m. The Board still lacks a member and a President. The Minutes for 8/9/93 were approved after the following corrections were made: "straights" to "straits" in the next to last line on page 1 and "campaing" to "campaign" in the second line on page 2. Correspondence about the refund of the Brodbeck Social Security overpayment of $303.50 is also reflected in the Financial Report of 8/31/93 on page 1 of the General Ledger, Detail Trial Balance. Harrison presented the Statistical Report for August 1993 and the Financial Report of 8/31/93. She noted that there was a day less of operations in August 1993 than in August 1992. On the Tuesday following Labor Day, the Library had almost 1200 patrons who checked out over 2000 items. Both reports were approved. Cheryl Zotti, Environmental Affairs Administrator and the Assistant Public Works Director under Kevin Crosson, spoke of the final details of the contract between Hailey/Associates and the City for the expansion. Koenig repeated that this Board has done everything on its part to this point to sign off on this contract. Zotti will try to get the contract closed and will report back on it. Harrison reported that the Work Week accomplished much but not everything on the list. The main card catalog was completely shifted and relabled, all the reference and non-fiction collections were shifted and read (put in call number order). Several all -staff as well as departmental meetings were held. There was a very low return on the 285 letters sent to patrons with overdues about the amnesty of fines during this week. Only 95 responded but some audio visual materials considered lost were returned. There is a need for a general volunteer handbook for the whole Library, with inserts of special information needed by certain departments, e.g. the Genealogical Collection. Harrison announced that the Arkansas Library Association would hold its annual conference in Hot Springs, October 9-12 and called the Board's attention to the many workshops on "Winning Campaigns" to be sponsored by the League of Women Voters. Koenig requested clarification on county wide and city millage concerns. Duree would rather the vote for an increase in the library millage be county wide to prevent the breakup of the present system. Amendment 3 is now called Amendment 72. Towns over 5,000 can vote for a millage increase and the monies would go to the city treasury. The Regional Library relies on the county millage to provide salaries, etc., for the people who provide services to the many regional libraries. Harrison reaffirmed that the Fayetteville Public Library is ready for its millage to increase but no other library in the county is in the same financial bind. She predicted they soon would be in the same bind. Harrison presented the revised Proposed Expenditures Expansion Fund 1993, a combination of the items from the CIP and operating budgets which could not be otherwise funded. It is still a preliminary list since the Library has already overspent what is in this fund. It is presented to give an idea of how the requests are changing. Supposedly, one half of the ADA request will be approved in the 1994 operations budget and at that time the ADA rest roomsto: be builtin the garage will be a top priority. The upstairs rest rooms can not:be ADA accessible without tearing out major walls. Only one rest room needs to be ADA accessible as long as all levels are accessible to that one. Harrison will double check this ruling to be certain the upstairs rest rooms will not need to be changed after $3,900 is spent on them. Phillips moved to approve the purchase of all the itemson this list, Prichard seconded it and it was approved. Harrison proposed possible Personnel Policy revisions previously discussed last November. The final wording still seemed unclear. The Staff recommended a clearer wording. Harrison recommended to prorate holiday time the same as vacation and sick leave time to be more in line with the rest of the Personnel Policy. After Neralich and Harrison discussed the wording, Phillips moved to accept the Harrison wording: "Permanent part-time employees will receive prorated holiday time when a holiday falls on a regular day off (see Vacation Leave for formula)" with the addition of "to be taken within one year". Prichard seconded it and it was approved. Jefferson presented a Summary of Fayetteville Public Library Salary Surveys which is a clarification of the surveys talked about two meetings ago. Phillips has spoken to the University of Arkansas Press to see if any of their titles could be donated to the Library with no strings attached. The Press requires a letter from the Board on Library stationery asking for this donation with no publication of the gift. The Friends of the Library already have a standing order with the Press. If the gift is received, monies would be saved and spent on other items. Duree noted that if Fayetteville receives this gift, other regional libraries would also request free books from the Press.
