Attending were: Cam Crouch, Bobbye Hay, Charles Kirchen, Jeff Koenig and
Carol Phillips, Board Members; Linda Harrison, Fayetteville
Library Director; Karen Duree, Ozark Regional Library
Director; Barbara Hale and June Jefferson, Library Staff
The minutes of the Special Called Meeting December 14, 1992 meeting were
corrected to read:
Karen Duree asked that the last sentence on the last paragraph of the Special
Called Meeting of 12/14/92 be changed to reflect that the "Board" should be
the Washington County Library Board. She also asked that the sentence in the
same paragraph that reads "Karen Duree reported that has been traditionally
based on assessed evaluation..." should read "the allotments from Washington
County are traditionally based on assessed evaluation among the school
district, not per capita."
Bobbye Hay asked who had said "This is not a question for the Fayetteville
Library to be addressing." Karen Duree had made this statement.
Linda Harrison introduced Barbara Hale. She works in genealogy.
Linda Harrison reported that Helen Brannan will not be returning to work.
Linda has placed ads in newspapers for her position and the position of a
temporary clerical position. Linda will draft a letter for Bobbye Hay's
signature thanking Helen for her work. Linda will ask for a replacement on
the landscaping committee from a member of her staff.
Linda Harrison gave the statistical and financial report.
The minutes of the regular meeting of 12/14/92 4p.m. were distributed.
Bobbye Hay amended paragraph 6 the second sentence to read: Also a question
about the inventory of equipment was noted.
Jeff Koenig motioned, seconded by Carol Phillips that the minutes be accepted
as corrected. Motion passed.
Bobbye Hay asked about item #4850 on the detail trial balance. It was
explained by Linda Harrison.
Linda reported that the changes she has made on the 1992 budget were in the
budget report this month. She detailed the items adjusted.
Jeff Koenig motioned, Carol Phillips seconded that the budget be accepted.
Motion passed.
Jeff Koenig asked about the 1993 budget. Bobbye Hay said her recommendation
for 1993 was to have under the Librarians Report an item "Budget Report" each
month. That way the budget can be reviewed at any time and adjustments made
anytime they are necessary.
Linda asked if the restricted funds should be budgeted when received. The
Board decided to wait until funds are used.
Also the Landscape Expansion figure was adjusted in December. Linda asked for

authority to roll the money over into this year. Carol Phillips motioned,
seconded by Cam Crouch that Linda be given this authority. Motion passed.
Status of footbridge: Linda spoke to Cheryl Zotti who was told that Gordon
Reynolds was to come by and speak to her. He has not been by.
Linda reported that Bill Browner from Hailey/Associates has been by to see how
close Heckathorne is to having the first punch -list completed. He also asked
her about some of the items that are still outstanding. He had also worked up
some final costs showing the city was $500.00 ahead.
Bobbye Hay spoke on the Ozark Regional Library Personnel policy updates. It
is merely to update the policy that Linda had distributed to Board members
earlier.
A meeting of the Long Range Committee was discussed. It was decided to meet
on January 28th.
Bobbye Hay gave a President's report. She arranged a meeting with the new
Fayetteville Mayor, Fred Hanna. She was happy to report that he supports the
library. He stated the city has a problem with the sales tax money which is
now in court. If they loose the case it will effect the book money. Bobbye
explained the cities relationship with the Ozark Regional Library and the tax
assessed by the Washington County. She also explained about the Board Members
and how they are appointed.
Carol Phillips discussed the Review Board has been instituted by the new Mayor
and Council. Bobbye Hay reported she has been contacted by 2 people, Bob Hay
and Bill House, who are interested in applying for appointment to the Board.
Election of Officers for 1993 were held:
President - Bobbye Hay
Nominated by Carol Phillips, seconded by Jeff Koenig
Vice-President/Secretary - Jeff Koenig
Nominated by Carol Phillips, seconded by Bobbye Hay
Treasurer - Carol Phillips
Nominated by Jeff Koenig, seconded by Charles Kirchen
All officers were elected by a unanimous vote.
Other items as necessary:
Mr. Kirchen asked how we could better notify the public of the resources we
have. Bobbye Haye talked about the video Karen Duree received and how it
could be used when speaking to a group. On the whole, the Board feels like we
are getting very good publicity and that we currently are carrying as heavy a
workload as we can with the staff available.
