Fayetteville Public Library
September 9, 1991
Present: Cam Crouch, Bobbye Hay, Jeff Koenig, Charles Kirchen and Carol
Phillips, Board members, Linda Harrison, Fayetteville Library
Director, Karen Duree, Ozark Regional Library Director and
June Jefferson, Fayetteville staff member.
The meeting was called to order at 4:02 p.m. by Library Chairman, Bobbye Hay.
Minutes were approved as submitted.
Linda Harrison gave the financial report. She noted that the statistical
report is up from last year. The total in cash reported was corrected. She
also reported that there is some designated interest in both the McLucas and
Yeater accounts. The interest in line item 3701 has been corrected.
Bobbye Hay suggested that comments and questions on the previous minutes
submitted be held until next month, due to the time restriction.
Linda reported that the weeks closing of the library went very well. However,
the filing of the catalog cards was not accomplished.
Linda brought the question of what is an "immediate family" member concerning
an employee on sick leave to the Board for discussion. Jeff Koenig moved that
we accept one household as immediate family and not have 2 households. Carol
Phillips seconded, motion passed.
A policy on the return of audio -videocassettes was discussed. Carol Phillips
offered a policy that if checked out at the Fayetteville Library they should
be returned to Fayetteville. Mr. Kirchen seconded motion, motion passed.
The problem of having a designated party responsible when teachers bring
students to the library was discussed. Linda suggested that when classes come
in teachers be responsible and books cannot leave the classroom, plus children
cannot checkout books on their own library cards at that time. Carol Phillips
motioned that this suggestion be accepted, Mr. Kirchen seconded, motion
passed.
The question of having a smoke free library building was put on hold until the
city decided what to do with their smoke free policy.
Linda Harrison presented a question of policy versus public relations. The
subject was a lost book and how to handle the payment. After much discussion
Carol Phillips motioned that the $31.00 for the book be paid from
miscellaneous funds to Ozark Regional Library, who had requested the book on
an inter -library loan, that Linda Harrison speak to the patron and advise her
that if this happens again there will be no further books on ILL, and that
Karen Duree, Ozark Regional Library Director be thanked for her cooperation.
Jeff Koenig seconded, motion passed.
Linda Harrison brought the Board up to date on the construction project. Mr.
Cox reported that he has found no law that asbestos has to be removed. Harold
Dahlinger, David Cox and Mr. Theilen will be meeting later in the week.

A letter will be sent to Gordon Reynolds of Heckathorne to proceed with the
project.
*Karen Duree suggested that Linda Harrison contact the city about putting up
signs about the new exit.
Linda reported that the 5 year Capital Improvements Program is to be presented
on 9/11/91 and to be approved 9/17/91. Bobbye Hay will check with the city
and see what happened to the book purchase funds.
Carol Phillips reported on the Fund Raising Drive: Jeff Koenig has given her
a list from the Chamber of Commerce for labels. Bobbye Hay will report back
after the Friends meeting on September 19th. Linda will get the Malcomb
Forbes quote from Mr. Kirchen. Cam will check with the newspapers and
television stations for the best time. Linda reported that a form for
Oktoberfest is being sent to her. The booth must be both Saturday and
Sunday. The Library staff will work on a bookmark to hand out. * Jeff Koenig
needs something that he can take to the banks for inclusion in bank
statements. When the Board meets on the 23rd plans will be finalized. *Mr.
Kirchen reported that the dates of the PTA meetings will be delivered to
Linda. It was decided that the actual time for contacting the public would be
after Oktoberfest. Letters to be mailed out October 7th by MAILCO.
Linda announced that the Arkansas Library Association will be meeting
September 29 -October 1, anyone wishing to attend should contact her.
Mim Neralich and Mary Loots will be guest speakers at the Northwest Arkansas
Library Association meeting, September 17, 5:45 p.m., at AQ Chicken. Everyone
was invited to attend.
Meeting adjourned at 5:30 p.m.
