October 8, 1990

President Bobbye Hay call&d the meeting to order at ):00 p.m. The
minutes for the regular September 10 meeting and for the special
meetings on September 10 and September 17 were approved as circulated.
Library -Director Harrison briefly discussed the Statistical and
Financial reports for September and answered several questions about
particular items. It was noted that in the future we will need a record
of capital expenses, particularly of book purchases under the 1991
budget. Ms. Harrison also distributed copies of the Library personnel
organizational chart.
The Board approved the staff request that they be permitted (but not
required) to wear appropriate costumes at work on Halloween.
Two changas in patron services were requested: (1) In the computer use
regulations the reference to "Arcade -type games are prohibited" would
be changed simply to "Games are prohibited"; and (2) the video policy
would allow two videos to be checked out instead of one. Foster Park's
motion, with a second from Camilla Crouch, that these two changes in
regulations be approved was passed unanimously.
There was a brief discussion of recent publicity for the Library and
its budget problems, including an article in The Daily News (Springdale)
on September 25 and a brief appearance by President Hay on a recent
TV newscast.
Director Harrison distkibuted copies of the revised budget submission
for 1991, indicating a request for $230,781 from the City of Fayetteville
(excluding the $63,500 in capital funds also requested). Budget, meetings
with City officials are anticipated but no dates have yet been set.
Plans for the bid letting for the Medark-Library renovation have been
made, and architectural plans/cost estimates have been submitted to the
State Library (which will be passed on to State Building Services) for
their inspection. Ms. Harrison also distributed copies of a "Status
Report --Library Renovation Project" from Public Works Transportation
Manager David S. Cox to City Manager Linebaugh, dated September 27, 1990.
The meeting was adjourned at 4:40 p.m.
