HomeMy WebLinkAbout1990-09-17 MinutesBoard of Trustees Meeting Fayetteville Public Library September 17, 1990 Present: Board Members Camilla Crouch, Bobbye Hay, Foster Park, Carol Phillips; Library Director Linda Harrison; Ozarks Regional Library Director Karen Duree; Fayetteville Library staff member June Jefferson; City of Fayetteville Budget Coordinator Judy Huffaker President Bobbye Hay called this special meeting to order at 4:00 p.m., returning immediately to the problem of capitalizing Library book holdings. In the open discussion that followed, City Budget Coordinator Judy Huffaker noted the greater availability of capital funds now (based on the one cent sales tax dsignated for City capital improvements), with City operating funds very tight for 1991. If capital funds, for whatever reason, are not available in future years, operating funds could be used for capital expenditures. City regulations for handling capital expenditures would need to be followed, with regular invoices and requests for payment passed along to the City. Capital funds not obligated at the end of the year would revert to the City fund. Payments for book orders might be delayed early in each budgetary year until City debtservice had been assured from tax receipts. In the further discussion that followed after Ms. Huffaker left the meeting at 4:30 p.m. various questions about the difficulties of record keeping and possible audit problems were examined. Directors Harrison and Duree and staff member Jefferson noted inevitable problems at first in beginning such new budgetary procedures, but felt that most problems could be worked out without too much commitment of extra staff time. Carol Phillips moved, with a second from Camilla Crouch, that the Board authorize: the Library Director to institute the process of capitalizing books presently owned or later purchased by the Fayetteville Public Library, to begin with the proposed 1991 budget. The motion passed unanimously. A memorandum of this action will be transmitted to City budget officials, asking that requested book purchases for 1991 be transferred to a capital budget account. President Hay called attention to the August 15 letter from Library patron Ervin Lewis to City Manager Scott Linebaugh (and circulated among City Board members), supporting Library budget requests for 1991. After discussion of needs for possible further public relations in behalf of budgetary requests, it was agreed to postpone any formal Board action (as noted during the September 10 Board meeting) until after preliminary City budget hearings. Library Director Harrison reported briefly on the Statistical and page 2 Meeting of September 17, 1990 Financial reports for August, which had not been reviewed in the press: of other business at the regular September 10 meeting. She also announced the unrestri cted gift of $18,900 from the Edward A. Yeater estate, a check for which has already been received. The Board accepted this: bequest and authorized Treasurer Phillips to deposit it in a separate account in the Bank of Fayetteville. No designation for its use will be made at this time. An informal meeting will be held with architect Laleh-Amirmoez on Wednesday, September 19, at 4:00 p.m. in the Library to review detailed plans for the Medark renovation. Treasurer Phillips announced her desire to transfer Library funds now deposited in savings and loan association certificates of deposit to regular bank certificates as they mature, combining into one account the endowment funds and one account for the McLucas funds.
