HomeMy WebLinkAbout1990-06-27 MinutesBoard of Trustees Meeting Fayetteville Public Library June 27, 1990 Present: Board Members Camilla Crouch, Bobbye Hay, Foster Park, Carol Phillips; Library Director Linda Harrison; Fayetteville Library staff member June Jefferson President Bobbye Hay called the special meeting to order at 4:00 p.m. This meeting was called to consider mainly the program plan to be submitted to the City of Fayetteville as part of the 1991 budget process (see attached (1) two-page summary, Program: Public Library, General Fund; (2) The City Library Department, City of Fayetteville 5 Year Capital Improvements Program, Program Detail; and (3) a report on the Library Pay Plan, submitted by City of Fayetteville Personnel Director Don Bailey, June 22, 1990, with related statistical analyses], Extended discussion focused upon particular details of the program data. The Board was particularly concerned about the projected reduction in City financial support for 1991, approximately 10%, and the impact of that reduction on Library services, especially in view of increases in service area population and patron needs. A motion by Camilla Crouch, seconded by Carol Phillips, to accept the program objectives and performance measures as outlined in report # 1 was passed unanimously. In the discussion of the proposed. Library Pay Plan attention was first directed to the outline of job summaries, and there were a number of questions about job requirements, including academic degree pre- requisites. Noted particularly were the largest increases in pay projected for department heads (new grade 12), with the next largest increase in new grade 7 (clerk positions). Although the Board was concerned about the availability of funds to pay for the salary increases projected, it was agreed that the new pay plan provided an orderly and effectively distributed matrix. Reductions in hours of Library servicesand/or in book purchases may be necessary in the absence of other funding for pay increases. There was also concern about some City benefits not yet made available to Library personnel (e.g., long term disability benefits otherwise available to City of Fayetteville employees), and Library Blue Cross/ Blue Shield rates are somewhat different from those of the rest of the City. A motion by Carol Phillips, seconded by Camilla Crouch, to accept the Library pay rate matrix (as outlined in the Bailey report), to become effective July 1, 1990, was approved unanimously. The old pay matrix will apply from January 1 to June 30, 1990. Library Director Harrison noted that architects have raised questions about patterns of traffic circulation around the Library after MedArk Building remodeling is complete. After some discussion it was the concensus of the Board that the driveway on the west side of the MedArk page 2 Minutes of June 27, 1990 Building to Dickson Street should not be available for entrance but should be designated exit only. There may also be need for additional signs/ barriers to prevent courthouse traffic from entering areas intended for Library patrons only. Director Harrison will so report to the architects and the City Transportation Services Manager. Briefly Camilla Crouch noted that her publicity group had met and that articles in the Northwest Arkansas Times had reported on Library activities. Especia:ily noteworthy was the appearance of the musical group Trout Fishing at the Smokehouse in a benefit for the Library. With financial help from Joses, Bank of Fayetteville, and the Smokehouse the musical program drewa packed audience. Work is proceeding on future projects.
