Fayetteville Public Library
November 13, 1989
Present: Board Members Camilla Crouch, Bobbye Hay, Charles Kirchen,
Foster Park; Library Director Linda Harrison; Ozarks:

President Bobbye Hay called the meeting to order at 4:00 p.m. The
minutes for the regular October 9 meeting were approved .as circulated.
Library Director Harrison reported briefly on the Statistical and
Financial reports for October, already circulated.
In regard to the Medark Building purchase President Hay reported on
a recent telephone conversation with Assistant City Manager Scott
Linebaugh. Purchase arrangements are being completed, with closing
set for later this month. The Request for Qualifications for archi-
tectural remodeling plans did go out as scheduled.
President Hay also announced a meeting with city officialson Wednesday,
November 15, at 1:30 p.m., to discuss the Library budget proposal
for 1990. Most, if not all, of the Board expect to attend that meeting,
which will presumably focus on the need for some cuts. In a general
discussion of major priorities it was agreed that most requested
increasds are needed now, although some elements of remodeling, including
new flooring for the present Library, could perhaps be delayed.
President Hay further announced that Fayetteville Public Library will
receive $125,000 from the Washington County Library Fund in 1990, a
significant increase from the $75,769.82 for 1989. This, increase is the
result of the restoration of the one mill library tax in Washington
County.
President Hay and Ozarks Regional Director Duree reported on the recent
Arkansas Library Association meeting in Little Rock, agreeing that the
meetings had been much more profitable than anticipated. Genie Donovan
and Rebecca. Goff of the Fayetteville staff also attended the Little
Rock conference. President Hay particularly noted infogmation gathered
from the trustees meeting that attempts will be made in the near future
to remove the one -mill cap on tax support for libraries. The need for
trustees to keep in close touch with area legislators was accentuated
by conference speakers.
Director Harrison reported the following financial information from the
Friends of the Fayetteville Public Library: *2)496.00 received from the
early November three-day book sale; an additional $2717 for book sales
through the year; $6975 from memberships; and $354 interest on the
checking account.
Director Harrison, in response to a question from Board member Camilla
Crouch, briefly explained Library policy about discarding magazines,
noting that weekly newsmagazines are generally kept on file for five
years. Ms. Harrison also called attention to the in-house survey of
patron uses of Library materials (magazines, newspapers, reference
books, general circulation books, genealogy, etc.) now going on. Such
surveys are in response to State Library request but also assist in
long range planning and in budget preparation.
