Fayetteville Public Library
October 9, 1989

President Bobbye Hay called the meeting to order at 4:00 p.m. The
minutes for the regular September 11 meeting and the earlier
executive session on September 11 were approved as circulated.
Library Director Harrison reported briefly on the Statistical and
Financial reports for September, noting particularly that total
circulation for the month and for the year as a whole surpasses that
for 1988, although new registrations' are a bit behind 1988. No response
has yet been received from the City regarding the proposed 1990
Library budget.
Director Harrison announced the annual Arkansas Library Association
meeting in Little Rock, November 5-7. At least two staff members from
Fayetteville will attend. Ms. Harrison also spoke briefly about the
September 20th trustees workshop in Little Rock. Board members Bobbye
Hay and Foster Park and Ozarks Regional Director Karen Duree, who also
attended the Trustees workshop, agreed that it had been a highly
successful and informative meeting. (Board Member Camilla Crouch also
attended the workshop.)
President Hay reported on telephone conversations she had with City
of Fayetteville administrators on October 3 about the Medark Building
purchase. The Request for Qualifications (for interior changes and
remodeling) is to appear as a newspaper advertisement on October 11,
with a deadline of October 27 for submissions. The City has not yet
completed purchase of the Medark Building but will presumably do so
by the end of the year.
The Board then turned to a discussion of the Ozarks Regional Library
Policy Manual, adopted June 30, 1989, and to possible modifications
for the Fayetteville Public Library. It was agree& that we need to work
up a complete policy manual of our own. The Board particularly
approved (by a vote of 2-1) Library Director Harrison's request that
item 3 (the need for a spous_edi name for library registration) on Code
GB be omitted from Fayetteville policy. The Board also approved the
following changes in the Ozarks Regional policy as it applies to the
Fayetteville Library:
Code GC Item 1 Although items are normally loaned for 21 days,
a 7 -day loan period exists for audio -visuals,
magazines, vertical file materials and new adult
fiction with less than boo pages.

Code GD: Substitutes No library materials will be renewed.
Code: GF Item 1 Substitute: Fines are 5 cents a day per item.
Fines for videos are $1.00 per day.
Code GF Item f Substitute: The cost of replacement library
cards will he 65 cents.
President Hay noted that in other sections of the Ozarks Regional
manual there may be problems for Fayetteville Library. It was agreed
that the Fayetteville Board needs to formulate a policy on materials
selection particularly. There are possible legal problems in Code JB
(Patron Responsibilities). Fayettdville staff is still working on
Code JC (Patron Library Behavior) but we can go by the Ozarks manual
for now.
