Fayetteville Public Library
August 14, 1989
Present: Board Members Camilla Crouch, Foster Park, Carol Phillips;
Library Director Linda Harrison; Ozarks Regional Director
Karen Duree; Fayetteville Library staff member June
Jefferson
Vice President -.Secretary Park called the meeting to order at ):00 p.m„
The minutes for the regular July 10 meeting were approved as distributed.
Library Director Harrison commented briefly on the Statistical and
Financial reports for July. The tight cash flow problem is relieved for
now with the receipt of support funds from Washington County. In fact,
expenditures on books were relatively high this past month,
Treasurer Phillips reported a current balance of $2906 in the Book
Endowment Fund and $1137.51 in the Memorial Fund.
Director Harrison requested Board approval of purchase of electronic
counters for Library entrances in order to meet requests from the
State Library for user statistics. One of the counters would perhaps be
movable to check specific areas or departments. A motion by Camilla
Crouch, seconded by Carol Phillips, to approve the purchase of three
counters (at a cost of approximately $200 each) was passed unanimously.
A. request by a local art student to display outdoor ceramic sculpture
on the Library lawn was denied after some Board discussion. The problems
of possible precedents in choosing/judging satisfactory art displays,
of possible Library liability in case of accidents, and of lawn mainte-
nance appeared to preclude approval.
Director Harrison distributed copies of the proposed budget for 1990.
The City request for the budget (due in to the City by Thursday,
August 17) came much earlier than expected this year, with little notice;
in addition, we were not notified of the City budget training session
in June, so there are some questions that still remain. Ms. Harrison
noted that staff member June Jefferson did the program outline and
assisted tremendously with the entire budget preparation. Board members
expressed commendation for all those, including Director Harrison, who
had worked out the detailed budget under adverse conditions.
In the detailed pagg by page discussion of the budget (increased
significantly over 1989) questions and comments focused particularly on
requests for additional furnishings, as well as on needs occasioned by
the Medark Building acquision. A few typographical and minor mathematical
errors were corrected. A motion by Carol Phillips, seconded by Camilla
Crouch, to accept the proposed budget request as corrected was approved.
unanimously.
A patron request for reconsideration of the novel To Sail Beyond the

Meeting of August ]Jt, 1989
Sunset by Robert Heinlein, now circulating in the Library, was denied
unanimously. Secretary Park will write a letter of explanation to the
patron, citing once again our endorsement of the "Library Bill of
Rights" and the related "Intellectual Freedom Statement."
Ozarks Regional Director Karen Duree announced a workshop on Friday,
September 22, 9:00.4:00, on basic reference for regional paraprofessionals.
The place of the meeting is still to be set, Director Duree recognizing
the difficulties of using Fayetteville facilities while still trying
to serve/ patron needs.
It was agreed that the Board would meet one hour ahead (31 00 p.m.) of
its regular September 11 meeting, in closed session, for its annual
personnel evaluation of Director Harrison.
The meeting was adjourned at 5:20 p.m.
Respectfully submitted,
Foster Park, Secretary
