Fayetteville Public Library
April 10, 1989
Present: Board MembersBobbye Hay, Charles Kirchen, Foster Park,
Carol Phillips; Library Director Linda Harrison;
Ozarks Regional Library Director Karen Duree
President Bobbye Hay called the meeting to order at b:oo p.m. The
minutes for the regular March 13 meeting were approved as circulated.
The Board then observed a brief period of silence in memory of Board
Member Dorothy Bowen who died March 22, 1989. The Fayetteville City
Board has been notified of the vacancy resulting from Ms. Bowen's
death. A letter of condolence to Ms. Bowen's family will be sent.
Library Director Harrison commented briefly on the Statistical and
Financial reports for March, noting particularly the several quarterly
payments that are regularly made during March. Ms. Harrison further
noted that House Bill 131.1, to provide for confidentiality of library
circulation records, was passed by the Arkansas General Assembly and
became Act 903. Attention of Board members was also drawn to possible
membership in the Arkansas Library Association; application forms were
circulated.
Ms. Harrison then raised the question of possible fines for the return
of videos through the regular bookdrops (with the possibility of
serious damage) despite instructions to the contrary. Springdale
Library, we understand, has a 15.00 penalty for such unauthorized
return. After discussion it was decided to use larger signs, of warning,
including indications of possible fines later, before actually
imposing fines.
It was noted that this week is National Library Week, with the theme
"Ask a Professional, Ask a Librarian." There will be a news item in the
Northwest Arkansas Times on Wednesday. Ms. Harrison announced further
that in the children's Library Sarah Stevens, who has come highly
recommended, will replace Brenda Stout, who has resigned and is
leaving at the end of this week.
President Hay, in calling attention to the 1988 audit which is now
available, noted the new line item for furniture and fixtures under
fixed assets. The Board is urged to read the audit carefully for
possible discussion at the May meeting.
Ozarks Regional Library Director Duree passed along information about
the coming grant workshop at the Center for Continuing Education. Ms.
Duree may attend and it is hoped that some Fayetteville Library staff
member' can arrange to attend. Charles Kirchen reported briefly on
recent discussions he has had with Ms. Duree about possible grant
proposals. Mr. Kirchen also noted favorable comments he has recently
heard about the exc&hence of our Genealogy Department.
There is no new information about the planned bond issue to provide

funds for the purchase of the MedArk Building. President Hay

the local Altrusa Club distribution, although we may be able to
apply to the national Altrusa Club with support from the local
club.
The meeting was adjourned at It:50 p.m.
Respectfully submitted,
Foster Park, Secretary
