Fayetteville Public Library
June 6, 1988
Present: Board Members Dorothy Bowen, Bobbye Hay, Charles Kirchen, Foster
Park, Carol Phillips; Library Director Linda Harrison;
Ozarks Regional Library -Director Karen Duree
President Bobbye Hay called the meeting to order at 4:00 p.m. The minutes
for the regular May 9 meeting were approved as circulated.
Library Director Harrison distributed and commented briefly on the
Statistical and Financial reports for May. She noted particularly on p. 2
of the Financial Report the check to staff member Donovan (a repayment for
the purchase of sale books from Bluefield Book Co.) and on p. 1 the expenses•
for aircconditioner and reader -printer reconditioning (under Equipment
Maintenance). She also announced the employment of Karen Laskey and Richard
Parker to share the summer job in the Children's Department. Presentations
for the children's summer programs have been made at the various elementary
schools, and the programs themselves have been planned, to begin soon.
Director Harrison further noted that Mim Neralich, Children's Librarian, has
raised the problem of children being dropped off at the Library for long
periods of time, with potential for injury, disappearance, disruptive
behavior, etc. After discussion of the various issues, Dorothy Bowen moved
that the Library be authorized to implement the following regulations:
(1) no children under seven years of age are to be left in the Children's
Library unless accompanied by an adult; and (2) no childrdn seven or older
are to be left for mote than one hour in the Children!s Library. Charles
Kirchen seconded the motion; it was passed unanimously.
Director Harrison then presented the issue of requests to circulate petitions
for various civic and political causes in the Library. After considerable
general discussion by the Board, Carol Phillips moved the following state-
ment of general policy: no petitions are to be circulated in the Library or
on its property, with two exceptions: (1) petitions concerned with specific
public library matters; and (2) petitions circulated on days on which official
public elections are held in the Library. Dorothy Bowen seconded the motion,
and it was passed unanimously.
Board members Park and Hay reported on a recent visit, together with Director
Harrison, to Springdale Library to observe and to receive information about
its recently installed computer system. A visit to Fort Smith Library to
observe its computer system will be made soon. Director Harrison noted that
bids will be necessary under city regulations for such an expense for the
Fayetteville Library.
Dorothy Bowen reported on the recent work of the Space Utilization committee.
Estimates for renovative work and new equipment are virtually complete, with
total cost projections in the $20,000-25,000 range. A formal written report
will be prepared, partly as a way of alerting City of Fayetteville Directors
to Library space problems. It is hoped that more definite information about
availability and price of the adjacent Pediatric Building can be obtained
from Dr. Mashburn within the next few days.
President Hay noted a problem raised in the recent annual audit report about
the wording of Board resolutions to designate future funds, but any rewriting
of the past Board resolution will wait until we have firmer figures about
automation equipment.
The meeting was adjourned at 5:05 p.m.
