HomeMy WebLinkAbout1987-08-27 MinutesBoard of Trustees Meeting Fayetteville Public Library August 27, 1987, 5:30 p.m. Present: Board Members Dorothy Bowen, Bobbye Hay, Foster Park, Carol Phillips, Margaret Salassi; Library Director Linda Harrison; Ozarks Regional Library Director Karen Duree The special meeting was called to order by President Bobbye Hay at 5:35 p.m. She announced that the Pediatric Clinic building to the west of the Library had been offered for sale to the city and that the city administration wished to consider its use by the Library and desired some response from the Library Board of Trustees about possible uses. Information about possible uses: for the additional space, prepared by Library Directors Harrison and Duree, was circulated and discussed. In the general discussion that followed, several problems were noted, including some inconveniences if Ozarks Regional Library were to move to the newly -purchased space. It was obvious that there would be additional expenses for utility, maintenance, and possibly additional personnel costs. Certainly the question of possible asbestos contamination needed to be raised, as well as the problems of initial remodeling for Library use. But there was general agreement that the additional space was extremely desirable for the Library and that this was an opportunity to expand that might not present itself again in the foreseeable future. A motion by Foster Park, seconded by Carol Phillips, that the Board of Trustees go on record as encouraging strongly the City of Fayetteville to purchase the offered property if at all possible was passed unanimously. At this point in the meeting Director Duree left to allow the Board to turn its attention to a personnel matter. In regard to the planned evaluation of the Fayetteville Library Director by the Board during this third quarter of the year, it was noted that there has never been such a written review by the Board of Trustees previously. Various questions were raised as to how the Library Director ought to be judged. There was general dissatisfaction with the sample evaluation forms available for our inspection as to their applicability to the present situation. As a start Carol Phillips moved, seconded by Dorothy Bowen, that Director Harrison fill out the City of Fayetteville personnel evaluation form on a self - rating basis, which could then serve as a beginning for further Board discussion and evaluation action on September 14. The motion passed unanimously. Director Harrison reported an emergency equipment problem: one air conditioner has failed and needs to be replaced. One estimate from Shelton Sales & Service (a firm that previously has done considerable air conditioning work for the Library) projects the cost at `'2277.94.. A question was raised whether or not we need other bids if the work totals more than $2000. Another question concerned the possibility of postponing the work until it can be included in the 1988 budget. If postponement is not desir- able, Director Harrison noted that money budgeted for 1987 typewriter and book purchases could probably cover the costs. Margaret Salassi moved, conditioned on our not needing legally to receive further bids from other contractors, that $1400 be taken from the typewriter budget and up to $900 from the book budget to cover the air conditioner expense. Dorothy Bowen seconded the motion, which then passed unanimously. page 2 Meeting for August 27, 1987 (continued) Ms:. Harrison noted that Butterfield Trail Retirement Village desired a speaker on the Library on September 23. She will check with Library personnel about a possible slide presentation.
