Fayetteville Public Library
Meeting: 4:00 P.M., Monday,
April 14, 1986
Attendance: Board Members: Bobbye Hay, Jane House, Margaret Salassi, Steve
Smith; Linda Harrison, Library Directors Carol Wright, Ozarks
Regional Library; Staff Members: Elizabeth Danley, Genie Donovan,
Nor Jones, Mary Loots, Susie Walker, Cathy Whitney; Cecilia Butt,
former staff member.
President Salassi opened the meeting by introducing Don Bunn, City Engineer,
who explainedthe procedures being followed in investigating asbestos in library
ceilings and the plans for repairing ceiling damage. Tests indicate a 2 per
cent asbestos content in ceiling installed in 1961; 9 per cent outer layer
content and 8 per cent inner acoustic layer asbestos content in ceilings installed
in 1968. Ceilings of the 1978 addition were not tested because by that year
asbestos was not permitted in interior building materials. The asbestos material
is well bound up in the ceiling material. Water damage has agravated the sit-
uation to some degree. Air tests of both floors should be received April 15.
Unofficially, experience shows no significant asbestos in the air for similar
asbestos-related ceilings. EPA rules command removal of materials with an
asbestos content higher than 1 per cent. A list of contractors approved for
asbestos removal has been prepared by the Department of Pollution Control.
Depending on the results of the test, Don Bunn will recommend encapsulation
or removal. Ceiling damage will be repaired right away; full removal may be
done over two or three years. The cost may be considerable (1100,000 to as
much as ")400,000) and will include complete clearance of the building and clean-
ing of the books. Mr. Bunn will make a written report available seven to ten
days after test results are known.
In response to questions, Mr. Bunn told the audience that EPA and OSHA stan-
dards for the eight hour work day are 2,000,000 fibers per cubic meter. The
city is not regulated by OSHA; contractors are. He agreed to look into whether
or not chest x-rays are recommended for personnel and possible financing by the
city. (It is beleived liability insurance for the library is covered by the
city insurance.) Asbestosis takes five to forty years to appear. The library
will be closed from two weeks to forty-five days, probably one floor at a time.
Books will be safe to use after the cleaning procedure. He suggested not handling
water damaged materials until they are tested. No effect is estimated for the
casual library visitorL Names of contractors for the construction and additions
and brands of materials used can be investigated.
Staff members asked questions about service during the repair and replacement
closing and expressed a desire for medical information. The Board reaffirmed
the procedures approved for the planned one-week closing. Possible employment
in non -exposed work during the closed period will need to btplanned. The Board
agreed to arrange for medical information to be provided for the staff. The Board
and staff thanked Don Bunn for his informative presentation.
After the staff and Don Bunn left at 5:00 P.M., the Board continued asbestos-
related discussion. Steve Smith advised Board members that they cannot per-
sonally be held responsible. It was agreed that Don Bunn should be asked about
the possible effect of a new leak if the encapsulation procedure is followed.
Work with area and school libraries which may need to absorb library user ser-
vices during the closed period was suggested as possible employment for the staff.
Jane House agreed to contact the County Health Department for medical recommen-
dations and a meeting with the staff. Linda Harrison was directed to identify
contractors for library construction.
Old Business:
Director Harrison submitted statistical and financial reports. The decline
in book use was not material on a percentage basis and was attributed to the
weather.
The library survey is in process. Activity will continue into the fall.
Apparently this survey is the first in the State of Arkaisa.s. Carol Wright
suggested that a copy be sent to the State Library.
Interviewing for the genealogy position is continuing.
The microwave oven and stand were purchased at a cost of 205.86. The Furniture
Fund now has a balance of. 16,326.94..
The new phone system has been installed at a net cost of 159.48--175 less
a 115.52 credit.

Director Harrison reported that Blue Cross /Blue Shield rates are up, though
still within the budget. She distributed copies of the Audit Report and the
Endowment Fund financial report.
A request to display a quilt (to be raffled) in the large case at the lib-
rary entrance was presented.. The consensus of the Board was that no fund rais-
ing exhibits should be accepted..
Director Harrison presented an offer from Mrs. Keith to buy some unused
white iron furniture. Steve Smith made the motion that the furniture be de-
clared surplus and be given to Mrs. Keith, providing she agrees to have it
hauled away. Bobbye Hay provided the second.
Belva Clark, of the Dickson Street Fair, will have a Wheel of Fortune. She
contacted Director Harrison for permission to contribute the funds received to
the Children's Library. Steve Smith moved that the Director be authorized to
accept unrestricted cash gifts. Jane House provided the second.
Long Range Planning presentations were postponed until the May meeting.
