Fayetteville Public Library
Meeting: 4:00 P.M., February 12, 1986
Present: Linda Harrison, Director; Board Members Bobbye Hay, Jane House,
Lois Miller, and Margaret Salassi.
The minutes of the January meeting were approved as mailed. There were
no memorials in January.
Old Business:
Director Harrison presented the financial and statistical reports attached.
She pointed out the changed format in the financial report, which combines
operating and First Cash Management Account funds. The city appropriation
for the month was received in time to cover the January payroll.
Friends of the Fayetteville Library agreed to order from their funds the
books approved for purchase from the Endowment Fund. A second endowment fund
order for reference materials was prepared and sent.
Director Harrison reported that the genealogy position work period has
been set at 22 hours and will include oneeveming's service to 7:00 P.M.
The usual hiring procedure is to place calls to persons who have submitted
applications and have the desired eualifications. Applications are accepted
continously, with no restrictions. The Board approved following usual pro-
cedures.
Margaret Salassi reported that she had notified the city of Hugh Longino's
resignation.
Two of the three students assigned to Dr. Hay's Library project dropped
the class. Director Harrison decided that the one remaining student should
proceed with the survey of output measures, with resumption of the full project
in the fall. The Board approved the decision.
Don Bunn and Marvin Williams inspected the library's ceiling on February 12.
Because only one person was considered qualified for the work, the city proposes
a waiver of bids. Possible asbestos problems are being investigated. Safe re-
moval and/or covering may require longer installation time and more expense.
In response to concerns expressed by library personnel to Board Members, the
policy for lost time during the period the library must be closed was discussed.
Bobbye Hay submitted the motion that employees be given the option to take
vacation during the period, lose pay, or make up the lost time at the director's
discretion within the month when construction is being done or the following
month. Jane House seconded the motion, which was approved unanimously. Jane
House submitted a motion that thirty day advance notice of the library closing
be given to the public and staff. Lois Miller provided the second. The motion
was approved unanimously.. The Board indicated this decision means that construction
cannot take place during Spring Break,
New Business:
The following persons accepted responsibility for long-term planning
projects which are to be presented at the March meeting.

MembeDirector Harrison agreed to order :copies of the library laws for Board
The Board authorized ordering of items approved in the budget.
Questions were asked about meetings of the Trustees' Division of the
State Library Association. Director Harrison agreed to obtain information for
Board members.
Director Harrison reported on a proposed government agency lease/purchase
telephone system. Currently 185.00 a month is paid for equipment. The gov-
ernment agency plan would provide up-to-date equipment at a cost of )60.00 and
up and reduce the monthly charge to 163.00. Bobbye Hay submitted a motion
that the government agency system be purchased, with a limit of 1200 on the
cost of up -dating equipment. Lois Miller provided the second. The motion
was approved unanimously.
Lois Miller reported that the SAR Roster and the DAR Patriot Index are
missing from the genealogy area. The Board directed that the signs approved
in December be ordered immediately and installed within the week; also that
a lock is to be put on the gate and the gate kept closed.
Director Harrison reported that business activity had made it impossible
to have a staff presentation in February. She described staff presentations
made for various organizations. The Summer Reading Program is Comedy of Errors.
Montgomery Ward gave a discount on purchase of T-shirts for the program.
The meeting adjourned at 5:20 p.m.
