Fayetteville Public Library
October 11, 1978
The Fayetteville Public Library Board of Directors met at 4:00 on
Wednesday, October 11. Members present were George Shelton, Bob Rains,
and Martha Brewer.
The Librarian's and Treasurer's Reports were presented and are attached.
Mike Green of Segraves & Associates proceeded to open and read sealed
bids submitted by Brennan -Boyd Construction, Heckathorn Construction, Jack
Burge Construction, Joe Brennan Construction, and Kan -Ark Industries.
Bob Rains moved to accept the proposal of Jack Burge Construction sub-
ject to the total of $182,170.00. Martha Brewer seconded and the motion
passed unanimously.
Bob Rains moved to enter into a contract with Jack Burge Construction
without the wage -scale but with the balance held in an escrow account in the
event that the higher rate is enforced. It was seconded and passed.
In other business, the Board studied the Proposed Budget for 1979. They
chose to adopt the salary increase of 6% plus $20 per month on the employee's
anniversary date instead of an overall 10% increase. The $1500 for bookkeeping
services was transferred to the administrator's salary by an unanimous vote.
In an attempt to justify the proposed increased income from the city of
Fayetteville, Mr. Shelton suggested that the budget show increases in the other
income categories, including rent from Ozarks Regional. Mr. Shelton cited
several examples of prevailing commercial rent rates in the area.
Mrs. Wright acknowledged the fact that comparable commercial space would
cost considerably more than the $6,000 per year currently paid by the Ozarks
Regional Library, but emphasized that the library is not a commercial institu-
tion. Furthermore, obtaining the funding necessary to pay a commercial rate
would be equally detrimental to the Ozarks Regional Library System and to the
Fayetteville branch because the ORL budget is based on the 1 mill tax and by
law cannot exceed that limit.
Mr. Shelton asked Mrs. Wright to compile a list of services, by dollar
amounts, exclusively provided to the Fayetteville branch. Mr. Shelton agreed
to provide Mrs. Wright with a letter for her to present to the Ozarks Regional
Library Board explaining the need to raise the rental rate.
There being no further business, the meeting was adjourned.
