Minutes of September 4,1969
The Board �of,Trustees of the Fayetteville
ville Public Library held a special
meeting�,oh September 4,196rto accep` bid for the extension of the
library building to the east and to attend to related matters.
Present:Board members:Mr.Webb Williams,Mrs.Lowell Chaney,Mr.Ted Wylie,
Mr.Ellis Shelton,O.W.McMillen;
Librarians:Mrs.Carol Wright,Mrs.Grace Keith;Architect Seagraves;
Labor Investigator Hicks of the State Library Commission;
Contractor Larry Carter.
Mr.Hicks stated that he would handle the labor matters of the construc-
tion project and that our Board is relieved of all labor relations re-
sponsibility. Monthly requests for payments to the contractor are the
Board's responsibility. He furthermore informed us that union labor is
not required.
It was voted on motion by Mr.Shelton and seconded by Kh.e secretary that
we accept the bid of Mr.Larry Carter of $70,470,the lowest of the six
bids presented to the Board at a meeting on August 28 in the City Admin-
istration Building,attended by members of our board,the various contract-
ors,Architect Seagraves,City Mamager Wesley Howe,and others.
Mr.Webb Williams,Chairman of our Board.,will sigrc the contract as repre.
sentative of the Board of Trustees.
It was voted on motion by the secretary and seconded by Mr.Wylie that
authorization -be made for the payment of the following bills from the
construction fund:
Architect Seagraves' fees in the amount of 75% of the total

Pre iously approved,removal of residence on

from the Fulbright interests
It is noted that the purchase price of the property
of $13,500 was allowed as a part of our contribution
project in connection with federal matching funds.

The Board adjourned at 4:40 p.m. Mr.Hicks remained to explain details of
labor matters to the contractor snd also Mr.Williams to sign the con-
tract along with Mr.Larry Carter and Architect Seagraves.
