Minutes of February 24,1969
The Board of Trustees of the Fayetteville Public Library held a
special. meeting on February 24 at 4:00 p.m, in the boflrd.Is meeting
room to discuss with certain members of the City Board of Managers
ways and means of financing the profosed addition to the library.
Present:Board m.embers:Mr.Webb Williams,Mrs.Lowell Chaney,Mr.Ted.
Wylie,O.W.McMillen;Regional Librarian,Mrs.Carol Wright;
Architect,Mr.Warren Seagraves;Mayor Garland Felton and
Mrs.Delbert Swartz from the City Board of Managers.
The Mayor advised that a request from us for the addition of a sum
of money to our budget to be the Cityfs guarantee for a twenty year
loan would beim his opinion,illegal and furthermore that there would
not be any financial flexibility in the city budget for a 20 -year
payment.
The Mayor then listed three possible alternatives to our 20 -year
plan as follows:
1.An unused one mill tax.
2.Unu.sed funds from the 0 F 0.
3.Millage on the current library bonds.
He stated that he thought ยง20,660 would. be available for our expan-
sion and also that he would. check with Mr.AlAJones concerning No.3.
The Mayor furthermore advised us to point out to Miss Schader that
the pr6perty recently acquired by the libPary was donated to us for
the very purpose of expansion and. should be allowed to count as a
part of our 40% share and that if the answer is still negative to
pursue the matter higher and. higher and if still negative to con-
tact Senator Fulbright.
The Board expressed gratitude to Mayor Melton and Mrs.Swartz for
encouragement and adjourned at 5:25 p.m.
