PARKS AND RECREATION ADVISORY BOARD
Meeting Minutes August 6, 2007
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Chairman Wade Colwell at 5:35 P.M. on August 6, 2007 in Room 326 of the City
Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.
Present:
Parks and Recreation Advisory Board members Colwell, Biendara, Hatfield, Burke, and
Davidson were present; Davis, Mauritson, and Bider were absent. Park staff Edmonston,
Coles, Wright, Jumper, Jones, and Thomas and audience were in attendance.
1. Approval of July 9th, 2007 PRAB Meeting Minutes
PRAB Motion: Davidson moved to approve as written. Biendara seconded the
motion. Motion passed by voice vote of five approvals.

The acreage requirement for this
development is not adequate for a
neighborhood park. Surrounding land is
already developed and no potential for
expansion exists. Additionally, Clabber
Creek Trail and park land is within the half
mile service area.
PRAB Motion: Burke moved to accept staff recommendation. Biendara seconded it.
The motion passed 5-0-0 by voice vote.
3. Eagle Park Master Plan: Alison Jumper, Park Planner
Parks & Recreation Staff Recommendation: Approval of the Eagle Park
Master Plan and to apply for AR Parks and Recreation Outdoor Recreation
50150 Matching Grant Funding for the development of Eagle Park in 2008.
Colwell asked if the gas line is a possible easement for a trail. He also commented
that the wiffleball was a good idea.
Edmonston said that when Staff made the initial visit to Eagle Park, the neighborhood
had an area mowed. The Parks staff thought it was mowed for their meeting. It was
actually mowed for the wiffleball games the neighborhood had. About 25 people
attended the meeting.
Biendara commented that several people have told her that they would like to see the
trees concentrated around the playground.
Jumper commented that the benches will incorporated into the play area.
Colwell asked if we could possibly get matching grants.
Wright replied that we have a good chance of getting a grant. Fayetteville Parks and
Recreation has a good track record with Arkansas State Parks. Most of the parks
grants we have applied for- such as Sweetbriar Park, Davis Park, and Braden Park,
we have gotten.
PRAB Motion: Colwell moved to approve the park, and also to approve the request
for the grant. Burke seconded it. The motion passed 5-0-0 by voice vote.
4. Red Oak Park Update: Carole Jones, Park Planner
A public meeting will be held on Tuesday, August 14`h at 5:30 pm at the Red
Oak Park pavilion on New Bridge Road in the Bridgeport Subdivision to update
the surrounding neighborhoods on the Red Oak Park Streambank Improvement
Project.
Jones explained that there is a big drainage problem at the park. The park has
approximately 1400 residents within a half mile of the park, so the public meeting
may be full. Fayetteville Parks and Recreation has received a $10,000 matching grant
for the downstream portion of the park. We will use part of that money to plant trees.
A tour of the park is planned for the City Council on August 20, 2007. We have two
preliminary designs for the park, one for each end. There is a safety issue with the
erosion on the bank.
Davidson asked if there were any concerns from the neighborhood.
Biendara said people would just like something to be done.
Davidson said he would like to see the park after a big rain.
Jones commented that the stream bed is dry, but during a rain, it is raging.
Colwell said that he's surprised that Gulley Park hasn't done the same thing.
5. CIP Presentation: Park & Recreation Staff
The Five Year Capital Improvement Plan (CIP) for Parks and Recreation is
developed every other year. Parks and Recreation Staff is proposing the
attached CIP 2008-2012 for your consideration and approval.

Edmonston gave a basic presentation of the CIP. Jumper, Jones, and Coles spoke
about specific projects listed on the attachment.
Hatfield asked what the acreage cutoff was for neighborhood parks.
Edmonston said twenty acres.
Hatfield queried on how all the new projects will affect maintenance of the
current parks.
Edmonston responded that several existing parks are getting facelifts, such as
Finger Park.
Hatfield asked about Bryce Davis Park. He said since it was just accepted, why is
it a project so quickly.
Edmonston replied that it was because Bryce Davis will serve so many people.
Burke said he didn't understand the "unfunded" column.
Jumper replied that it was like a wish list for Parks and Recreation.
Colwell wanted to know why $50,000 is set aside for the Dog Park.
Edmonston said that a lot of people want a Dog Park, but no one wants it in "their
back yard".
Biendara asked if Lake Fayetteville would be a good place.
Jumper said that that area had been looked at, and the community didn't want it in
that location.
Davidson said that if the Dog Park was moved outside the City limits, it would
not be a convenient location for people.
Colwell said he was noticing that the tree planting funds were decreasing. When
do we expect the tree farm to come on?
Coles said it will be sometime before the tree farm will be able to supplement.
Colwell asked if anyone had anything else to say.
Edmonston asked if there were any changes anyone would like to see.
Colwell said that, as always, Parks and Recreation does a great job.
PRAB Motion: Burke motioned to accept the 2008-2012 CIP. Colwell
seconded it. Motion passed by voice vote 5-0-0.
6. Regional Park Update: Connie Edmonston, Parks & Recreation Director
Southpass Consultants are working with City engineers. They are meeting monthly.
There will possibly be a fire department located there. In the next sixty to ninety
days the City will get the deed. Everything is moving along rapidly.

Oakbrooke Subdivision was presented to
PRAB on March 7`h, 2005. PRAB
recommended money in lieu for the 78
single family homes being proposed. Due to
the significant increase in units, the project
was presented to PRAB again on April 4`h
2005. PRAB again recommended accepting
money in lieu for 102 single family units for
phases I and II. A preliminary plat for
phases I and II has been approved with 109
units. Phase I includes 68 single family
units. Phase II consists of 41 single family
units, one of which is existing. Oakbrooke
Phase III proposes 102 units, approximately
18 will be single family, the remaining 84
will be multi -family.
Fee Calculation:
18 single family x $960 = $17,280
84 multi -family x $680 = $57,120

Justification: Red Oak Park and the future expansion of
Bryce Davis Park are both within a''/z mile
service area of this project and will serve the
recreational needs of the residents.
Additionally, the developer is proposing a
common green space to be owned and
maintained by the P.O.A. in this
development.
Davidson asked about the acreage on the green space.
Hoskins explained that on the map, the common green are garden homes.
Everything around the neighborhood stays green. The whole block is the common
green. There are about thirty homes between the common green.
Colwell asked if there were any questions.
PRAB Motion: Hatfield motioned to accept the staff recommendation of money in
lieu. Davidson seconded it. The motion was approved 5-0-0 by voice vote.
