Mountain, Fayetteville, Arkansas. Subdivision Committee January 31, 2008 Page 2 of 3 New Business: C-PZD 07 28-58: Commercial Planned Zoning District (FARMER'S MARKET / 6 T ST., 558): Submitted by STEVE CLARK for property located at S SIDE OF 6TH STREET, BETWEEN E AND W FARMERS DRIVE. The property is zoned R -A, RESIDENTIAL -AGRICULTURAL and contains approximately 1.50 acres. The request is for rezoning, land use and large scale development approval for a C-PZD with a 5,000 s.f. commercial building with associated parking. Jesse Fulcher, Current Planner, gave the staff report, recommending forwarding the item to the full Commission, with conditions of approval to address. Carole Jones, interim Urban Forester, stated that the tree preservation plan needs some minor revisions. Staff is recommending the same area for preservation as the last meeting, the trees along the east property line in the south leg of the property. Steve Clark, applicant, stated that he agrees with most conditions, with the exception of street improvements. E. Farmers is currently 25' BC to BC, and does not seem to need improvement. W. Farmers on the west side widening, there is a ditch, and they would ask to not widen on that side of the road. They have no problem connecting the sidewalk to Wal-Mart sidewalk, but with the grades can't meet ADA standards. Aaron Scott Hill, citizen, stated his concern is stormwater runoff. They are already in a floodzone; when it rains, water gets ankle deep in his backyard. He doesn't want that to worsen. Clark stated that the run-off in the creek will be less than it is today. Water will be diverted from a 36" pipe that comes under 6`h Street, and they will be piping it downstream. Matt Casey, City Engineer, stated the City doesn't allow development to increase peak flow off site. A sizable portion of flow is being diverted from this neighborhood. Jeremy Pate, Director of Current Planning, described street improvements on East and West Farmers Drive, and stated they would review the existing site conditions on East Farmers Drive. However, on West Farmers Drive, the minimum 20 feet of pavement is necessary in order for staff to recommend the project be developed. Commissioner Trumbo stated that they will need 20' of pavement. Clark stated he may need to vary some of the greenspace requirements to make that happen. Comissioner Trumbo stated he may be able to find a solution/compromise, while still getting 20' wide. Clark discussed ADA/sidewalk connection to the west. Motion: Subdivision Committee January 31, 2008 Page 3 of 3 Commissioner Trumbo made a motion to forward the request to Planning Commission, with conditions as listed in the staff report, but without a recommendation on street improvements. Commissioner Cabe seconded the motion. Upon roll call the motion passed with a vote of 2-0-0. All business being concluded, the meeting adjourned at 9:25 AM.
