Mountain, Fayetteville, Arkansas. ACTION TAKEN Local Ordinance District Design Standards None Discussion National Historic Preservation Month Activities None Historic District Commission May 10, 2007 Page 2 MEMBERS PRESENT Leslie Belden Vince Chadick Tim Cooper Ethel Goodstein-Murphee Cindy Kalke Rob Merry -Ship STAFF PRESENT Karen Minkel, Long Range Planning MEMBERS ABSENT Rob Sharp STAFF ABSENT 2 Historic District Commission May 10, 2007 Page 3 CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at 5:34 p.m. L Announcements A. Karen Minkel announced that Commissioners Kalke and Sharp will have completed their terms June 30, 2007. This means that there are two vacancies that will need to be filled by July 1. Commissioners Sharp and Kalke were eligible to reapply. B. Ms. Minkel also announced that the State Historic Preservation Program had allowed the City to apply for a 2007-2008 Certified Local Government grant even though the City was not officially a CLG. The State office said that the City had made adequate progress toward this goal and would be considered for the next grant cycle. II. Approval of the Minutes MOTION to approve the minutes of April 12, 2007: Cindy Kalke SECOND: Vince Chadick VOTE: The vote was unanimous to approve the minutes from the April 12, 2007 meeting, 6-0-0. IH. Historic Preservation Presentation A. Staff Report Ms. Minkel reported that the Historic Preservation Information session had been scheduled for May 24, 2007 at 6:30 p.m. at Camall Hall. The Mayor will read a proclamation declaring May 2007 Historic Preservation Month at 6:20 p.m. on steps just outside the main doors. B. Approval of Publicity Flyer Ms. Minkel presented two black -and -white designs produced by Planning staff for the Tour of Homes on Saturday, May 12. Although the wording was identical, one had black text on a white background and the other had white text on a black background. The Commissioners expressed a preference for the flyer with the white text on a black background with the addition of Fayetteville historic sites in the photo boxes. C. Presentation Format and Agenda 3 Historic District Commission May 10, 2007 Page 4 Commissioners brainstormed the topics that they would like to see covered during the Preservation Information session. Topics included: historic preservation 101, introduction of commissioners, benefits of a CLG, differences between a national register district and a local ordinance district, tax credit benefits, examples of successful CLGs, and public feedback. The Commission decided that Chair Goodstein-Murphree would open the meeting and provide background information on historic preservation, Ms. Minkel would provide an overview of national register districts and local ordinance districts, and Commissioner Belden would close the meeting and ask for feedback. D. Wording for Mayoral Proclamation Ms. Minkel requested input on the wording for the mayoral proclamation. Chair Goodstein-Murphree suggested using the phrasing from the Historic District Commission's letter to the Public Service Commission regarding the SWEPCO power lines. Commissioner Belden suggested wording along the lines of, "Fayetteville is rich in historic and cultural resources... and... citizens of Fayetteville saved the old post office and University of Arkansas alumni worked to save Old Main." Chair Goodstein-Murphree added that preservation has proven to be a rallying point for the public and private sectors in Fayetteville. MEETING ADJOURNED: 6:38 P.M. 11
