Mountain, Fayetteville, Arkansas. ACTION TAKEN Historic District Commission Bylaws Approved Letter to State Senators Regarding Senate Bill 1367 Approved Historic District Commission February 22, 2007 Page 2 MEMBERS PRESENT Vince Chadick Tim Cooper Ethel Goodstein-Murphee Cindy Kalke Rob Sharp STAFF PRESENT Karen Minkel, Long Range Planning MEMBERS ABSENT Leslie Belden Rob Merry -Ship STAFF ABSENT 2 Historic District Commission February 22, 2007 Page 3 CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at 7:36 p.m. I. Historic District Commission Bylaws A. Planning staff presented the draft bylaws, stating that the draft had been modeled on the Planning Commission bylaws. The bylaws include five amendments that address the members and terms, offices, meeting procedures, records and bylaw amendment procedures. B. The Commissioners reviewed the draft bylaws section by section, making minor language changes. C. MOTION to adopt the Historic District Commission Bylaws: Vince Chadick SECOND: Tim Cooper VOTE: The vote was unanimous to adopt Historic District Commission Bylaws, 5-0-0. IL Letter to State Senators Regarding Senate Bill 1367 A. The Commissioners discussed the information that they had received from Kit Williams, City Attorney, regarding Senate Bill 1367. SB1367 would allow utility companies to upgrade existing utility lines without having to request a certificate of public convenience. The Commissioners expressed overall concern about the erosion of due process as well as the potential affect that SB1367 could have on the Southwestern Electric Power Company's proposal to upgrade electric lines in the Downtown. B. MOTION to send a letter expressing the Historic District Commission's opposition to SB1367, which is pending legislation in the State senate committee: Vince Chadick SECOND: Rob Sharp VOTE: The vote was unanimous to send a formal letter to the appropriate senate committee and copy our local senator, Sue Madison, 5-0-0.
