Mountain, Fayetteville, Arkansas. ACTION TAKEN Commercial Local Ordinance District Boundaries Approved Historic District Commission February 8, 2007 Page 2 MEMBERS PRESENT Leslie Belden Ethel Goodstein-Murphee Cindy Kalke Rob Sharp STAFF PRESENT Karen Minkel, Long Range Planning MEMBERS ABSENT Tim Cooper Rob Merry -Ship STAFF ABSENT 2 Historic District Commission February 8, 2007 Page 3 CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at 5:35 p.m. L Announcements A. Karen Minkel announced that the Mayor had appointed Vince Chadick to replace Tony Wappel on the Historic District Commission. The appointment was subject to confirmation by the City Council on February 20, 2007. II. Approval of the Minutes MOTION to approve the minutes of November 9, 2006: Cindy Kalke SECOND: Rob Sharp VOTE: The vote was unanimous to approve the minutes from the November 9, 2006 meeting, 4-0-0. III. Commercial Historic District Boundaries Review A. During a tour of the proposed local historic district area, Commissioners indicated several buildings and areas that needed further discussion: 1. University of Arkansas structure on West Avenue: Since the City does not have purview over university property, this building did not generate much discussion and was viewed as an oversight during the drafting of the proposed boundary. 2. Residential multi -family building at the southwest corner of Rollston Ave. and Watson St.: Commissioners mentioned that this was a newer building and solely residential, which did not fit into the guidelines for a commercial historic district. 3. Residential building adjacent to the parking lot on the block between Rollston Ave. and Watson St.: Commissioners discussed removing this structure from the boundaries because of its residential use. 4. Structures on College Avenue between Lafayette and Center Streets: Commissioners discussed how far the boundaries should extend north and south on College Avenue to maintain the integrity of the proposed district. While County buildings are excluded, Commissioners expressed comfort with the current boundaries and did not want to extend them south or north, although Commissioner Kalke 3 Historic District Commission February 8, 2007 Page 4 mentioned that the Star Shopper building might enhance the proposed district. 5. Loafin' Joe's at the southwest corner of Church and Mountain: Commissioners expressed a desire to include Loafin' Joe's as it is a commercial structure. Commissioner Sharp proposed extending the boundary to include the structures on the western side of Church Ave. between the mid -block of Mountain Street and Rock Street and the mid -block of Center and Meadow Streets. 6. Elite Cleaner's and Friday's Gift Shop at the northwest corner of Church Ave. and Mountain St.: See above. 7. Theatre Squared at the corner of Block Ave. and Spring St.: Commissioners discussed some of the unique architectural features of this structure and chose to retain the building within the district. 8. Residential Structure at the corner of School Ave. and Spring St.: This residential structure sits between a commercial structure and residential structure. Commissioner felt it would be consistent to keep the residential structure out of the district. 9. Grub's at the corner of West Ave. and Spring St.: Staff inserted this structure into the discussion because a parking lot structure is slated for development by the City at this site. Commissioners decided to retain the building within the boundaries, so that they could ensure an infill project was compatible with the other buildings in the district. 10. Powerhouse Restaurant at Powerhouse Ave.: Commissioners discussed the merits of creating a boundary that encompassed Powerhouse Restaurant as well as three structures to the north. The Commissioners felt that Evergreen Cemetery, a National Register site, formed a natural and desirable boundary for the proposed historic district. C. MOTION to remove the University of Arkansas building and the residential structures discussed above from the district, to extend the boundaries where discussed above and to adopt the boundaries as the official boundaries for a local ordinance district: Leslie Belden SECOND: Cindy Kalke VOTE: The vote was unanimous to adopt the tentative boundaries for the proposed local ordinance district, 4-0-0. D. The Commission discussed the next steps for developing design standards for the proposed local historic district. They agreed to review the proposed 11 Historic District Commission February 8, 2007 Page S architectural design standards for the Downtown as well as design standards for designated historic districts in other Arkansas cities.
