12, 2006 at 5:30 p.m. in Room 111 of the City Administration Building, 113 W.

CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at
5:32 p.m.

IL Approval of the Minutes
MOTION to approve the minutes of September 14, 2006: Leslie Belden
SECOND: Cindy Kalke
VOTE: The vote was unanimous to approve the minutes from the September
14, 2006 meeting, 6-0-0.
111. Dickson Street Commercial Historic District
A. Chair Goodman-Murphree began by summarizing the Commission and the
State Historic Preservation Program's (SHPP) stalemate in identifying
identical boundaries for a National Register District and a local ordinance
district. SHPP is reading the constructs of the National Register very
tightly, and HDC has been looking at the district differently. The
Commission's emphasis is on responsible stewardship along Dickson
Street through a combination of public efforts, private efforts and the
regulatory instruments that are in place. Before taking a final position, the
HDC is identifying the interface of these different groups and tools as well
as discussing what Dickson Street is in the mythology of the City. The
area contains an amazing array of buildings from every period of
settlement with a mixture of domestic and commercial enterprise. The
question Goodstein-Murphree said the Commission faces is how to
maintain the sense of place that is embedded in the minds of the
community while accommodating progress.
B. Goodstein-Murphree presented a slide show that juxtaposed historic
photos of Dickson Street with current streetscapes. The photos highlighted
transitions and different architectural styles represented Downtown.
C. Tim Conklin presented the Downtown Master Plan and discussed the
adoption of the form -based code, which will regulate building height,
massing and setbacks in the Downtown. The next step in implementing the
Downtown Master Plan is to create an ordinance that will allow for
sidewalk cafes and to create architectural design standards. These
standards, if implemented, will regulate infill projects but do not protect
the architectural integrity of existing buildings, which distinguishes these

standards from a local ordinance district. Conklin also mentioned that the
West Lafayette neighborhood is interested in pursuing a zoning that is
more consistent with traditional form and has opted out of the Downtown
Master Plan code.
D. Daniel Hintz, Executive Director of Fayetteville Downtown Partners
(FDP), discussed FDP's initiatives, including a Cultural Arts District, a
Downtown Improvement District, and the Fayetteville Arts Festival.
FDP's focus is on the experiential aspect of Downtown. Doug Walsh,
Project Manager, gave additional information about the formation of the
Downtown Improvement District, which would enable property owners to
pay an additional tax that would be used for improvement projects within
the district. The Improvement District's boundaries are different from the
Downtown Master Plan boundaries. A petition has been mailed to
property owners and FDP is waiting for their response.
E. The Commission decided to individually identify significant historic
structures in the Dickson Street area and begin discussing potential
boundaries at the November meeting.
